The Board This Week - November 20, 2009

The following is a summary of the discussion and actions taken by the Washtenaw County Board of Commissioners at their November 18th Ways & Means and Board meetings and their November 19th Working Session.

The highlight from the Ways and Means meeting was the unanimous approval of the 2010/2011 proposed budget which will be voted on formally at the December 2nd Board of Commissioners meeting. The Board also approved modifications to the Non Union Benefits and Compensation at both the Ways and Means meeting and the Board meeting.

The evening began with a thorough discussion about Supportive Housing whereby Community Development Director Mary Jo Callan answered questions from the Board of Commissioners. Following the discussion, the Board approved the appropriation of $250,000 from funding reserved for supportive housing services in the 2009 budget with $175,000 devoted to an emergency response to the increasing numbers of homelessness in Washtenaw County.

The board removed two items from the agenda first, the Recommendation of Policy for Adding Contract Deputies and second, the Elimination of the Commissioner MPPP Employer Contribution. It's thought that both items will be considered at the December 2nd Ways and Means meeting.

The Board discussed and approved the 2009 Apportionment Report and Accommodations Tax Agreements with Ann Arbor and Ypsilanti Convention and Visitors Bureaus. Cover memorandums and resolutions are available online..


The meeting began with the annual appointments to the varioius boards, committees and commissions. Board Chair Commissioner Rolland Sizemore read the names of each person appointed and tabled appointments to the Community Action Board and the Workforce Development Board.

County Administrator Bob Guenzel updated the Board on the 2009 budget explaining that 2009 will end with a surplus of $300,000 due to implementation of some of the 2010/2011 adjustments in 2009.


The Working Session featured an overview of the Energy Efficiency and Conservation Block Grant whereby feedback from the Board will help the Department of Energy and Economic Development finalize their grant application. The Board received an update from County Treasurer Catherine McClary on the Landbank Authority and finally a vendor presentation from Alliance Cost Management.
