WCHO - Livingston - Washtenaw Substance Abuse Coordinating Agency

HEALTH SERVICES ACCESS is the single entry point for Substance Abuse Treatment Services in Washtenaw and Livingston Counties for recipients who are uninsured or who have Medicaid. Priority is given to pregnant women, IV drug users, parents who are at-risk of losing custody of dependant children.  Services are available to individuals with limited english proficiency or hearing impaired.  Callers may receive information on the following services:

Screening and referral services are confidential and provided at no charge.  Services are tailored to meet your needs and are usually available at a choice of locations.  
Administration of Funding Dollars

The Substance Abuse Coordinating Agency is responsible for the administration, distribution and monitoring of state and federal funds; Medicaid; MI Child; and Adult Benefit Waiver Substance Abuse Treatment Funds.  The Coordinating Agency is also responsible for funding Substance Abuse Prevention Services for Alcohol, Tobacco and other drugs (ATOD).  Information regarding active Requests for Proposals can be obtained through Washtenaw County Purchasing; WCHO Provider Relations Unit; or www.communitygrants.org.

Prevention 

Oversight of Prevention Services are provided through the Washtenaw County Public Health Department. Providers deliver services to priority populations through the use of evidenced-based programming (link to CSAP - central substance abuse prevention) a division of SAMHSA. Services are provided across both counties and in a variety of venues; such as schools, community coalitions, after-school programming and other community sites. Its mission is to provide county citizens with the tools and means to make healthy choices and to mitigate the effects of challenges to their health.

Strategic Prevention Framework

The Livingston Washtenaw Substance Abuse Coordinating Agency (CA) received a Michigan Department of Community Health/Office of Drug Control Policy Strategic Prevention Freamework State Incentive Grant (SPF-SIG) to address the federal initiative of reducing underage drinking.  This process involved bringing together community stakeholders to form a Community Epidemiological Workgroup (CEW) to examine data that identifies contributing factors and conequence of use factors.  Alcohol related crash deaths was selected by the State as a key indicator for consequence of use.  The CEW also found that traffic crash data was also a key indicator in our region.  "Undersage and Under the Influence" Chartbook 2008 presents the results of the data reviewed by the CEW.  The CA has convened a Community Strategic Prevention Planning Collaborative (CSPPC) consissting of members of the CEW and others to continue to review ongoing data, programming needs and make recommendations to the Substance Abuse Advisory Council and the WCHO Board.  The CA has designated Dexter and Pinckney communities as the leads in developing and implementing a community wide approach to reducing underage drinking.

Community Response Program

Through the integration of the Public Health, Mental Health and Substance Abuse prevention components, the Prevention and Community Response Program provides services in an inclusive and coordinated fashion.  These services are delivered throughout Washtenaw and Livingston Counties by a team of trained health professionals through outreach and community collaboration.

Specialized screenings, assessments, referrals and case management is available for pregnant women and parents with dependent children through Health Services Access.  Women specific programming is available for eligible consumers.  Contact Health Services Access for more information.
