To provide leadership for the development and implementation of unique, effective models of integrated (mental health, substance abuse, physical health) healthcare that create medical homes for Medicaid and indigent consumers.

January 1, 2000, marked the beginning of the Washtenaw Community Health Organization (WCHO), a collaborative effort between Washtenaw County and the University of Michigan Health System.  The new entity provides services to persons with mental illness, developmental disabilities and substance abuse problems along with meeting the primary health care needs of these populations in a new way.  The Washtenaw County Board of Commissioners and the Regents of the University of Michigan each appointed six members to the Board of Directors.  Consumer representation was included to insure that the Board is responsive to the needs of county citizens.  State laws were modified and legislative support received to create the WCHO.
