Ellen Clement has been the Washtenaw County Public Health Department’s Director/Health Officer since 1996 and has worked there since 1986 in various administrative positions. Her responsibilities include leading the County’s Public Health Department which serves a population of 343,252, and was recently designated an urban county by HUD. The largest city, Ann Arbor, is the home of the University of Michigan School of Public Health. The Health Department was honored in 2005 with the Michigan Special Public Health Community Achievement Award for organizational cooperation in achieving public health goals. She is a graduate of Antioch College and completed her Masters of Public Health December 2004 at the University of Michigan where she also received a Masters of Social Work in 1984 and has been an Adjunct Faculty in the School of Social Work. |

Ellen was a 2001-2002 scholar in the National Public Health Leadership Institute. She has served as President for the Michigan Association for Local Public Health where she has been a member of the Executive Committee, chaired committees on education and public health law for the state association and has been a representative to the Michigan Public Health Training Center Advisory Committee and the Curriculum Committee for the UM Academic Center for Public Health Preparedness. As the Health Officer she is responsible for taking actions and making determinations necessary or appropriate to carry out the local health department’s functions, and to protect the public health and prevent disease. The health officer also applies preventive and public health knowledge, techniques, and skills to reduce the incidence of communicable disease, occupational illnesses, and food-borne disease. |

Public Health Administration is
responsible to assure that the Public Health Department shall continually
and diligently endeavor
to prevent disease, prolong life, and promote the public health through
organized programs, including prevention and control of
environmental health hazards; prevention and control of diseases; prevention
and control of health problems of particularly
vulnerable population groups; and the development and regulation of health
care facilities and health service delivery systems
