Public Health Director and Health Officer
Ellen Rabinowitz, MUP, is the Public Health Director and Health Officer for Washtenaw County, serving a resident population of approximately 350,000. Local public health responsibilities include working with the community to ensure accessible health services, core prevention programs, a healthy environment, the capacity to respond to public health emergencies as well as comprehensive community-based public health assessment and improvement.
The Health Officer may take actions to carry out the local health department's functions and to protect the public's health and prevent disease or injury. Potential actions may include detaining individuals that pose a health threat to others or inspecting public or private property. The Health Officer also applies preventive and public health knowledge, techniques and skills to reduce the incidence of communicable disease and to prevent occupational illnesses and foodborne illness in the community.
