Richard Fleece is the Director and Health Officer for Washtenaw County, serving a resident population of apx. 350,000. Department activities include  community health services, core prevention programs, environmental health, Public Health preparedness, and community-based public health assessment and practices.

The Health Officer may take actions and make determinations necessary or appropriate to carry out the local health departments functions, and to protect the public health and prevent disease. The health officer also applies preventive and public health knowledge, techniques, and skills to reduce the incidence of communicable disease, occupational illnesses, and food-borne disease.
