Ellen Rabinowitz, MUP, is Health Officer for Washtenaw County and oversees the entire department. Washtenaw County Public Health serves a resident population of approximately 350,000 with a variety of programs and services, designed to improve health and prevent disease or injury. Ms. Rabinowitz also serves as the Executive Director of the Washtenaw Health Plan.
Local public health responsibilities include working with the community to ensure accessible health services, core prevention programs, a healthy environment, the capacity to respond to public health emergencies as well as comprehensive community-based health assessment and improvement.
The Health Officer has the authority to take actions that may be needed to protect the public's health and prevent disease or injury. Potential actions may include detaining individuals that pose a health threat to others and inspecting or closing public or private property. The Health Officer also applies preventive and public health knowledge, techniques and skills to reduce the incidence of communicable disease and to prevent occupational illnesses and foodborne illness in the community.
