EPA Revolving Loan Fund Grant
Background
In September 2003 the EPA selected Washtenaw County for a $1.5M Revolving
Loan Fund Grant (RLF). The goal of the RLF grant is to provide low
interests loans for clean-up of contaminated sites to governmental entities,
private developers, and non-profit organizations. This grant will be used to
capitalize a revolving loan fund from which the county will provide loans
and sub-grants to conduct cleanup activities. Under the terms of the RLF
Grant, $1.2M is to be used for loans and $150,000 can be used for the
sub-grants. In order to qualify for the loans and/or grant the
interested party must not be liable for the contamination of the site.
If the interested party is not liable they can complete the application
which will be reviewed and if approved the agreement will be completed.
Note: All RLF Loan recipients must provide a 20 percent costshare for
eligible activities.

RLF Application Process
- Complete and submit application. Complete Revolving Loan and Sub-grant
applications can be submitted either in person or by sending them to the
address listed below.
- County Brownfield Staff will review applications and check for
completion.
- The WCBRA RLF Subcommittee will review the applications and considers
recommendating approval to WCBRA.
- WCBRA votes to approve the RLF Loan for a specific project. NOTE:
WCBRA approval does not guarantee release of loan dollars. WCBRA approval
allows applicant to create the Analysis of Brownfield Clean-up Alternatives
(ABCA), the Community Relations Plan (CRP) and Loan Agreement for EPA’s
review and approval.

The developer/consultant will create the ABCA.

The developer/consultant will create the CRP, which outlines the
method that the public will be notified of the opportunity to review and
comment on the ABCA.

The CRP and the ABCA are submitted to the EPA for review and
comment.

Once finalized, the ABCA and the CRP are put on file at the LUG’s
office, the County Clerk, and the Brownfield Program for public review
and comment. A public notice is put in the paper announcing the 30 day
review period.

After 30 days on file a clean-up plan must be created and approved
by the DEQ. This cannot the Act 381 Work Plan; rather it must be a
clean-up plan specific to the RLF eligible activities.

Once Work Plan approved by EPA, Loan agreement can be signed and
funds released.
