From the Director

Long range planning is critically important to the success of every park and recreation provider. Planning and budgeting for the Washtenaw County parks system occurs at many levels. Our planning division tends to focus far into the future, working to meet the expectations of those that will be visiting our parks, natural areas and facilities in the years to come. On the other hand, our operational efforts are targeted at meeting current expectations with regard to land and facility management, special events, programming, and customer service.

Bridging the gap between these two perspectives are the Five-year Parks and Recreation Master Plan and the WCPARC Capital Improvement Program. The master plan illustrates the priorities of the Commission, which in turn reflect the recreational desires of the community as expressed through customer surveys and input gathered at public meetings. The capital improvement program details the investments planned for the immediate future—the implementation of the plan. For the past several months, WCPARC staff has worked to incorporate future plans, current needs and continuing projects into a draft 2008-2009 budget. The final budget was adopted by the Commission in September.

It is important to note that our plans and proposed budgets anticipate continued public support. Unlike most park systems, the Washtenaw County Parks and Recreation Commission receives no General Fund support from the County. The Commission is funded exclusively through an operational millage, an acquisition & development millage, and fees. These millages are subject to renewal every ten years, and since 1976 each renewal has received a favorable response from the public.

On an annual basis we measure our success by the number of people that we serve. During the 2007 summer season, our parks were visited by over 800,000 people. With your continued support, even more recreational opportunities will be available in the future. We look forward to serving you!
