Youth Eligibility
ETCS is excited about this new commitment of federal funds to SYEP - a valuable program intended to prepare our young people for real-world work expectations, career instruction, financial literacy, academic improvement and social growth.
To be eligible to participate in the SYEP, young people must meet the following eligibility requirements:
- Be not less than age 14 and not more than age 24, and
- Be a low-income individual, or is a member of a low-income family. To be considered low income, the Lower Living Standard Income Level (LLSIL) Guidelines stated below will be used. Youth with a documented disability (including learning disability) can be classified as a "family of one", meaning that only their own income, rather than their family income, will be considered in determining whether they meet the low-income guideline*.

For each additional member over six add $4,454.00.

They must also meet one or more of the following criteria:
- Requires additional assistance to complete an educational program, or to secure and hold employment; or
- Deficient in basic literacy skills; or
- School dropout; or
- Homeless, runaway, or foster child; or
- Pregnant or parenting; or
- Offender
You will need the following documents to participate in SYEP:
- Proof of Age (birth certificate, US Passport or Alien Registration Card or Michigan ID or drivers license)
- Citizenship Status (US birth certificate, US Passport or Alien Registration Card or Certificate of Naturalization)
- Social Security card
- Proof of Address (utility bill, lease or official mail from Federal, State or City)
- Proof of Family Income or Public Assistance (as of January 2009)
- Work Papers (for youth under the age of 18)
- Selective Service Registration (for males 18 and over)
