Community Services Programs
etcs serves as the Community Action Agency for Washtenaw County.
Community Action programs are designed to help people
to help themselves in achieving self-sufficiency. These
programs address a wide range of needs - including medical insurance,
weatherization assistance, senior nutrition, senior volunteer opportunities,
utility, food and other emergency assistance.
Medical Insurance Enrollment
Through the Michigan Enrolls program people who receive Medicaid benefits receive assistance in choosing and enrolling in a health care plan. A counselor is available to answer any questions and to complete the enrollment process.

Food Assistance
for Seniors
Senior Nutrition Services- The Senior Nutrition Program supports good nutritional health and promotes the independence and well-being of older adults through two meal programs:
- Home Delivered Meals - Hot lunches and daily social contact with the delivery person help older adults who cannot leave their home or prepare their own meals. Evening meals and liquid supplements can also be provided to seniors who are at nutritional risk.
- Meals in Community Settings - Noontime meals are served in community and senior centers and senior housing facilities. A $2.50 donation is suggested.
The program is open to county residents who are age 60 or older regardless of their income. Donations are accepted and all are asked to share in the cost of the meals if they can. However, no one is denied services if they cannot afford to pay.

Housing 
Gateway Neighborhood Preservation Program- Ypsilanti\'s Gateway Community has been designated to receive special neighborhood preservation assistance. Ypsilanti\'s Gateway Community is bounded by Monroe, Madison, Jefferson and Watling Streets.
Area residents who meet income requirements are eligible for a range of services such as deferred loans for repairs and improvements to make homes more livable, safe and comfortable.

Home Weatherization Program - Washtenaw County residents who meet annual household income guidelines may receive help in the installation of energy-saving materials such as insulation, weather-stripping and caulking whether you live in single family home, a mobile homes, or rental units. The program also covers small repairs to doors and windows. Major improvements such as furnaces and roof replacements are made when funding permits. This program also offers consumer education to promote energy conservation.

Tax Preparation Assistance
Low-income county residents may receive tax preparation assistance from IRS trained and supervised volunteers. The volunteers are trained to use up-to-date tax software for electronic returns which will be returned to you faster than a paper return and to file for all tax credits for which you are eligible. Tax preparation assistance may be received at various locations throughout Washtenaw County beginning in early February.
