ARRA
The American Recovery and Reinvestment Act (ARRA) was passed early in 2009 to jumpstart the economy. To date, ETCS has received more than $7.9 million for recovery efforts in Washtenaw County. This website will provide information on how that money is being spent. ETCS recovery funds fit under our two main service areas:
Workforce Development
- WIA Youth Programs/ Summer Youth Employment Program
Provides eligible Washtenaw County youth ages 14-24 with summer employment opportunities. - WIA Dislocated Worker Program
Retrains individuals displaced from employment for high-growth, high-demand occupations. -
WIA Adult Programs
Provides training, information, and employment resources to individuals seeking jobs.
Community Action

Weatherization
Provides eligible Washtenaw County residents with help installing energy-saving materials including insulation, weather-stripping, and caulking. -
Senior Nutrition Services
Promotes nutritional health and independence for Seniors through meal programs.
