Eligibility for CSTS Services
Individuals seeking mental health or substance abuse treatment
services receive a comprehensive screening completed by a professional
Social Worker or Public Health Nurse. Although the majority of screenings
are done over the phone, every effort is made to accommodate any special
needs callers may have.
Callers to Health Services Access are screened using criteria found
in the Diagnostic and Statistical Manual of Mental Disorders (DSV-IV), and
referred to the appropriate level of intensity of available psychiatric
and/or psychological services.
The following list is a summary of the service eligibility

Mental Health
- Age 18 or over
- Has a serious mental illness based upon a series of
qualifications (including but not limited to qualifying diagnosis,
significant functional disability, duration of illness, or prior service
utilization)
- Substance use/abuse is not deemed to be the sole basis for the
need for treatment.
Developmental Disabilities
For individuals 5 years of age or older:
- Chronic condition that is attributable to a mental or physical
impairment or a combination of physical and mental impairments
- Chronic condition that is manifested before the individual is 22
years old
- Chronic condition that is likely to continue
indefinitely
- Chronic condition that results in substantial functional
limitations in major life activity (including but not limited to self-care,
receptive or expressive language, capacity for independent
living)
For individuals under 5 years of age:
- A substantial developmental delay, or
- Specific congenital or acquired condition with a high probability
of resulting in a developmental disability if services are not
provided
Youth & Family Services
For children 7-17 years of age with Serious Emotional Disturbance
(SED):
- Qualifying behavioral or emotional diagnosis/disorder
- Substantial functional impairment/limitation of major life
activities
- Sufficient duration of condition
For children from conception to three years of age who are “at
risk” of developing emotional or behavioral problems:
- A parent has a current or significant history of primary
psychiatric diagnosis
- A parent is 17 years of age or younger
- A parent has a history of child abuse or neglect
- A parent is currently or has a history of abusing
substances
- Infant is in neonatal intensive care unit
- Infant has failure to thrive due to psychosocial
causes
- Family is otherwise deemed to be high risk due to the presence of
significant stressors
Youth & Family also offers an array of services and resources
to the family members of eligible children.
