Housing Services

The Office of Community Development seeks to:

  • Increase the number of affordable rental housing units through acquisition, new construction and/or rehabilitation for lower income residents.
  • Increase safety and quality of permanent supportive housing for people with disabilities and those at risk of homelessness.
  • Improve the safety and quality of housing owned by lower income residents.
  • Increase homeownership opportunities for lower income families.
  • Address blight to improve targeted neighborhood conditions.

To accomplish these objectives, the following programs are administered:

  • Housing Rehabilitation Program - available to income eligible homeowners living in the City of Ann Arbor or Washtenaw Urban County areas
  • Homeownership Assistance Program - downpayment assistance, education programs
  • Financial Subsidies for Production of Affordable Housing - working with nonprofit organizations and private developers to increase the supply of affordable rental and homeownership opportunities
  • PUD and Planned Project Guidelines. The City of Ann Arbor has adopted two ordinances that encourage the inclusion of affordable units in market rate developments. The Developer Guide provides guidelines on these ordinances, including tables, forms, charts, and cash-in-lieu of housing information.
