Neighborhood Stabilization ProgramInformation about Washtenaw County/City of Ann Arbor's Neighborhood Stabilization Program (NSP) funds from the U.S. Department of Housing and Urban Development (HUD).
NSP II Application - NOT FUNDED by HUDWashtenaw County and the City of Ann Arbor Office of Community Development has applied for $19,750,000 from the Dept. of Housing and Urban Developments second round of Neighborhood Stabilization Program funds (NSP 2). NSP 2 funds can be used to acquire and rehabilitate abandoned and foreclosed residential properties, demolish blighted properties, and redevelop vacant properties as housing. The funds can only be used in NSP 2 eligible areas. HUD will be announcing the award recipients in October/November of 2009. The County has already been awarded $3,026,0000 in NSP I funds and the City of Ann Arbor has been awarded $850,000. Citizens who wish to apply for down payment assistance to purchase an abandoned or foreclosed home, must contact MSU Extension at 734 997-1678 and complete a homebuyer education course to apply. Applicants must also have income at or below 120% of the Area Median Income which is $71,600 for a 1-person household and $102,200 for a 4 person household. Contractors who wish to bid on rehabilitation jobs must get pre-qualified by submitting an application and attending a contractor training to be approved. Washtenaw County/City of Ann Arbor NSP II application ( PDF) What is NSP?The purpose of the Neighborhood Stabilization Program (NSP) is to acquire and redevelop foreclosed and abandoned properties that are having a negative impact on the community. NSP provides grants and loans to acquire and rehabilitate owner and rental housing; demolish blighted properties, and acquire properties through a Land Bank for redevelopment. What NSP is notNSP is not a foreclosure prevention program. Unfortunately, NSP funds cannot be used to help people having difficulty paying their mortgage or taxes to stay in their homes. Urban County of Washtenaw HUD AllocationThe Urban County of Washtenaw was awarded $3,024,719. Housing and Urban Development (HUD) required all fund recipients to submit a plan to HUD on how to spend these funds by December 1, 2008. The public comment period was from November 12th, 2008 until November 28th, 2008. See a map of NSP eligible areas (where NSP funds can be spent in the Urban County). The Urban County of Washtenaw amended the eligible census tracts by adding the census tracts that were rated a 17 or higher by HUD for the NSP II program. On March 23, 2010, the Urban County amended the NSP budget. Public Comment is requested through April 11, 2010.
