To better coordinate community development efforts, a new joint venture between the City of Ann Arbor and Washtenaw County began in September 2004 when staff from both jurisdictions moved into the same office. In April 2008, the City of Ann Arbor voted to join the Urban County starting in July 2009.

NEW Washtenaw County allocated $3 million from HUD to address Foreclosed and Blighted Properties In July, 2008, Congress passed the Housing and Economic Recovery Act of 2008 which allocated $4 billion to stabilize neighborhoods hard hit by mortgage and tax foreclosures. Michigan was allocated $263 million and Washtenaw County was allocated $3,024,719. The funds are a one-time allocation of CDBG funds (Community Development Block Grant) called Neighborhood Stabilization Program (NSP) funds. Washtenaw County's Office of Community Development will be administering these funds as a part of their CDBG program.
