2017 HOME Request for Proposal (RFP) for Affordable Housing Development released
The 2017 HOME RFP is available online. A mandatory pre-bid meeting is scheduled for Thur., Jan 12 at 2 p.m. at OCED offices at 415 W. Michigan Ave., Suite 2200 in Ypsilanti.
Washtenaw County recognizes a growing need for affordable and decent housing and wishes to preserve the diverse economic character of the community. The HOME Investment Partnerships Program (HOME) funds are awarded to Washtenaw County on behalf of the member jurisdictions of the Urban County. The 2013-2017 Urban County Consolidated Strategy and Plan1 and Affordable Housing and Economic Equity Analysis provide an analysis of the need for housing projects within Washtenaw County.
Washtenaw County seeks proposals for affordable housing projects, which are consistent with these plans. Washtenaw County encourages both nonprofit and for profit developers to produce income-targeted housing units by offering these federal subsidies. Applicants must demonstrate the ability to carry out the proposed activity and will be evaluated on experience, administrative capacity, construction management and green construction features. Applicants must have at least 3 years’ experience administering federal funds. All proposals and awards shall be subject to the requirements and guidance provided in the Office of Community and Economic Development Housing Program Guidelines. This RFP is not intended for individuals to apply for housing funds for their own benefit. Individuals and families in need of affordable housing must work directly with the affordable housing developers, non-profits, public housing agencies and/or property owners to purchase or rent housing funded under this RFP.
A mandatory Pre-Bid meeting will be held at the Eastern County Government Center located at 415 W. Michigan Avenue, 2nd Floor, Suite 2200, Ypsilanti, MI 48197 in downtown Ypsilanti on Thursday, January 12, 2017 at 2:00 p.m. Bidders must attend the pre-bid meeting to meet the eligibility to apply for funding.
