In an effort to better understand the dynamics contributing to jail crowding, the sheriff, the county administrator and the trial court in Washtenaw County agreed to support a data gathering pilot that cross- referenced court and jail data with the hope that the exercise might yield an understanding of the resources needed to provide justice stakeholders in general, and the Criminal Justice Collaborative Council (CJCC) in particular, the information needed to make sound data driven decisions without the cost, delay and accuracy limitations experienced in the past.
The purpose of the survey was to provide a data set of accurate jail statistics from which justice stakeholders could examine information manipulated into various formats, with the ultimate goal to reach a consensus on which data elements should be measured in a proposed stratified admission cohort sample and to find useful ways to present that information.
