Ballot Proposals

Washtenaw County

Proposal A

Proposition to increase the tax limitation to enhance public safety by providing funding to renovate the jail and increase jail capacity, construct a district court and residential probation center and pay for operational costs related to the jail and jail diversion programs.

“Shall the limitation on the amount of taxes which may be imposed each year for all purposes on real and tangible personal property in Washtenaw County, Michigan be increased as provided in Section 6, Article IX of the Michigan Constitution and the Board of Commissioners of the County be authorized to levy a tax not to exceed three quarters of one mill ($0.75 per $1,000 of state equalized valuation) on the taxable value of such property for a period of twenty years, beginning with the December 1, 2005 tax levy, (which will generate estimated revenues of $9,600,000 in the first year) to enhance public safety by acquiring, constructing and renovating an upgrade and addition to the Washtenaw County jail, the 14-A District Court, a Probation Residential Facility, and mental health diversion and treatment facilities, and operating the jail and jail diversion programs designed to provide alternative rehabilitation for appropriate individuals?”

Milan City

Proposal B

Milan public library millage proposal

Shall the City of Milan, Counties of Washtenaw and Monroe, Michigan, be authorized to levy an amount not be exceed 50 Cents ($0.50) per thousand dollars ($1,000) (0.5 mills) of the taxable value on all taxable property in the City, in perpetuity beginning with the tax levy on 2005, as new additional millage in order to provide funds for library operating purposes for the Milan Public Library? If approved and levied in its entirety in 2005, this millage would raise an estimated $115,000.


Augusta Township

Proposal C

Charter Township of Augusta Tax-Rate
Limitation and Levy Proposal

Proposal to permanately preserve farmland and open space thougout the township by providing funding for the voluntary purchase of land and
development rights

Shall the tax limitation on the total amount of general ad valorem taxes which may be assessed on any one year upon real and tangible personal property in the Charter Township of Augusta, Washtenaw County, Michigan, be increased as provided by Section 6 of Article IX of the constitution of Michigan, 1963, by an increase of .50 mill (50 cents per $1,000) of taxable value for a period of five (5) years 2005 – 2010 inclusive, and shall the levy of such tax be authorized, for the purpose of providing additional revenue for the permanent preservation of farmland, open space, wildlife habitat, and to protect the water quality of rivers, creeks and streams throughout the Township, and to take advantage of matching funds elsewhere which increase will raise the first year of such levy an estimated $83,614.


York Township

Proposal D

Charter Township of York Tax-Rate
Limitation and Levy Proposal

(Public Safety)

Shall the tax limitation on general ad valorem taxes with York Charter Township imposed under Article IX, Section 6 of the Michigan Constitution be increased for said Township by 1 mill ($1.00 per $1,000 of taxable value) for a period of five (5) years from 2005-2009 inclusive, for public safety; and shall the Township levy such increase in millage for said purpose, thereby raising in the first year an estimated $330,000.00?

Ypsilanti Township

Proposal E

(Fire Protection, Prevention, Rescue Services and Equipment Reserves)

Shall the Charter Township of Ypsilanti be authorized to levy and increase the limitations of the total amount of general ad valorem taxes which may be imposed in any one year upon real and tangible personal property in the Charter Township of Ypsilanti, Washtenaw County, Michigan, as provided by Section 6 of Article IX of the Constitution of Michigan, 1963, from 0.0 to 2.8 ($2.80 per $1000), for a period of four (4) years from 2005-2008 both inclusive, for the purpose of providing revenues for fire protection, prevention, rescue services and equipment reserves? The first year of this levy shall generate estimated revenue of $4,203,492.

PROPOSAL F

(Police Protection)

Shall the Charter Township of Ypsilanti be authorized to levy and increase the limitations of the total amount of general ad valorem taxes which may be imposed in any one year upon real and tangible personal property in the Charter Township of Ypsilanti, Washtenaw County, Michigan, as provided by Section 6 of Article IX of the Constitution of Michigan, 1963, from 0.0 to 3.5 ($3.50 per $1000), for a period of four (4) years from 2005-2008 both inclusive, for the purpose of providing revenues for law enforcement services, community policing/neighborhood watch and ordinance enforcement? The first year of this levy shall generate estimated revenue of $5,254,365.

Proposal G

(Recreation, Bike Path, Sidewalk, Roads, Parks, General Operations Fund)

Shall the Charter Township of Ypsilanti be authorized to levy and increase the limitations of the total amount of general ad valorem taxes which may be imposed in any one year upon real and tangible personal property in the Charter Township of Ypsilanti, Washtenaw County, Michigan, as provided by Section 6 of Article IX of the Constitution of Michigan, 1963, from 0.0 to 1.0059 ($1.01 per $1000), for a period of four (4) years from 2005-2008 both inclusive, for the purpose of providing revenues for recreation / parks facilities, bike paths, repair of sidewalks, roads and general operating purposes? The first year of this levy shall generate estimate revenue of $1,510,105.

Proposal H

(Garbage, Refuse Collection, Recycling, Composting and Disposal of Solid Waste)

Shall the Charter Township of Ypsilanti be authorized to levy and increase the limitations of the total amount of general ad valorem taxes which may be imposed in any one year upon real and tangible personal property in the Charter Township of ypsilanti, Washtenaw County, Michigan, as provided by Section 6 of Article IX of the Constitution of Michigan, 1963, from 0.0 to 1.68 ($1.68 per$1000), for a period of four (4) years from 2005-2008 both inclusive, for the purpose of providing revenues for Garbage, refuse collection, recycling, composting and disposal of solid waste? The first year of this levy shall generate estimated revenue of $2,522,095.


Lincoln Consolidated Schools

Proposal I

Bonding Proposal

Shall Lincoln Consolidated Schools District, Washtenaw and Wayne Counties, Michigan, borrow the sum of not to exceed Ninety-Five Million Dollars ($95,000,000) and issue its general obligation unlimited tax bonds therefore, for the purpose of:

Erecting, furnishing and equipping a new high school; partially remodeling, refurnishing and re-equipping existing school facilities; acquiring and installing education technology; developing and equipping outdoor physical education and athletic field and facilities, playfields and playgrounds; acquiring land for site purposes; and developing and improving sites?
