A. Public Safety and Justice
 
 1. Sheriff
 
 a. 2017 Edward Byrne Memorial Justice Assistance Grant
 
 -Ratifying the electronic submission of the application
 -To the Federal Bureau of Justice (BJA)
 -For the period of October 1, 2017 through September 30, 2018
 
  -To continue the Washtenaw County Sheriff’s Office Community Outreach program aimed at addressing root causes, building community residents’ capacity, and developing law-enforcement strategies to keep communities safe
 -The Community Outreach Program began in 2009 with JAG funding and identifies and trains former prisoners as they reenter neighborhoods and uses them to assist in relationship building, facilitating prevention programs for youth, assistance with a community revitalization strategy, and ongoing training for WCSO deputies
 
  -For a total program of  $ 37,136
- Federal Revenue: $ 37,136
- County General Fund Match: $ 0
 
 -In FY16, the WCSO was awarded $ 36,501 in JAG funding
 
 -Indirect costs are not included in this program
 
 -Upon receipt of the award:
- Authorizing the Administrator to sign the Notice of Grant Award
- Amending the budget
- Authorizing the Administrator to sign delegate contracts
 
 RECOMMENDATION: Approval
 
 b. 2017 Secondary Road Patrol Grant
 
  -Ratifying the signature of the Chair of the Board
  -To the Office of Highway Safety Planning
  -For the period of October 1, 2017 through September 30, 2018
 
  -To provide additional road patrol on secondary roads and in state and county parks
  -To support personnel costs for 1.33 FTE
 
  -For a total program of $ 182,268
- State Revenue: $ 182,268
- County Match: $ 0
  -Indirect costs are not included in this budget
 
  -The 2016 award amount was $ 204,228, and supported 1.58 FTE
  -No position modifications are needed due to the decrease in FTE supported, as the position will be used to backfill PSU obligations during periods of vacancy in deputy positions
 
 -Upon receipt of the award:
- Authorizing the Administrator to sign the Notice of Grant Award
- Amending the budget
- Authorizing the Administrator to sign delegate contracts
 
 RECOMMENDATION: Approval to November 15
 
 c. Recommended Police Services 2018-2021 Price/ Cost Metrics
 
  -Adopting the 4 year cost/ price metrics for contract police services through 2021
 
  -Setting the price for a contract Police Services Unit (PSU) through 2021
- 2018 – $160,650 (1.5% increase)
- 2019 – $163,060 (1.5% increase)
- 2020 – $165,506 (1.5% increase)
- 2021 – $167,988 (1.5% increase)
 
 RECOMMENDATION: Approval
 
 d. Consolidated Dispatch with Pittsfield Township
 
 -Apporoving the Pittsfield Township agreement for Police Dispatch Services
 -For the period of January 1, 2018 through December 31, 2022
 -In the amount of $145,000 per year
 
 -To integrate police dispatching services
 -To provide additional effeciencies while improving service levels
 
 -For total revenues increase of $350,000 annually
- $145,000 Contract Revenue
- $205,000 estimated increase in E911 PSAP revenue
 
 -No position modifications are included with this agreement, as vacancies exist which are able to provide the personnel needed to fulfill this agreement
 -If approved, the budget modifications due to this contract will be incorporated into the 2018-2021 quadrennial reaffirmation
 
 RECOMMENDATION: Approval
 
B. Land Use & Environment
 
 1. Public Works
 
 e. Arbor Hills Host Community Agreement
 
 -Approving the Host Community Agreement between Washtenaw County and  Advanced Disposal Services, Arbor Hills Landfill
 -For the period of January 1, 2018, through December 31, 2042
 
 -To restructure the existing agreement to address changes in the law since the last agreement, which was adopted in 1992
 -To coincide with forthcoming changes in the County’s Solid Waste Plan, which is in the process of revision
 
  -Host Community Agreements are required in situations where a county is recieiving solid waste generated outside of the county’s borders
 -Fees generated due to the Host Community Agreement are used only to fund the County’s Solid Waste Plan
 
 RECOMMENDATION: Approval
