 1. Office of Community & Economic Development
 
 a. 2018-2021 Urban County Participation
 
  -Approving the Urban County 3 year qualification period, ratifying the signature of the County Administrator on the Cooperation agreements for this period with 2 jurisdictions that wish to join the Urban County
 -To the U.S. Department of Housing and Urban Development
 -For the period of 7/1/18 to 6/30/21
 
 -To allow the members of the Urban County to receive federal CDBG, ESG, and HOME funds
 -For rehabilitation work, construction of new housing, improvement of public infrastructure, and funding human service agencies
 -To allow 2 jurisdictions to join the Urban County: City of Dexter and Sylvan Township
 
 RECOMMENDATION: Approval at Board
 
 
B. Public Safety and Justice
 
 1. Trial Court, Children’s Services, & Department of Health and Human Services
 
 a. 2017/18 Child Care Fund Annual Plan and Budget
 
  -Authorizing the signature of the Chair of the Board on the 2017/18 budget summary form
  -To the Michigan Department of Health and Human Services, Office of Federal Compliance, Child Care Fund Monitoring Unit
  -For the period of October 1, 2017, through September 30, 2018
 
  -To provide 50% reimbursement for eligible expenses, including funding for programs that serve neglected, abused, and delinquent youth, plus a 10% Administrative Allocation to support indirect costs
  -For expenses that are made locally and submitted to the state for reimbursement on a monthly basis
  -For reimbursement on estimated net expenditures of $11,133,775, for State funding of $5,911,188
  -General Fund appropriation totals $5,22,587, for FY 2017/18 as compared to $5,344,074 in previous fiscal year
 
  -Indirect costs of $1,137,841 are included and supported in this plan and budget
 
  -The 2018 budget reaffirmation shall recommend a budget in alignment with Child Care Fund anticipated expenditures
 
  -Eliminate the following 13.0 FTE:
- 10.0 FTE Probation Officer I/II/III
Group 14, Grade 22/24/26
Salary Range: $41,469 - $63,044
- 3.0 FTE Probation Officer - IP
Group 14, Grade 22/24/26
Salary Range: $41,469 - $63,044
 
 -Create the following 13.0 FTE:
- 10.0 FTE Probation Officer I/II/III

Salary Range: $43,027 - $65,552
- 3.0 FTE Probation Officer - IP

C. Land Use & Environment
 
 1. Office of the Water Resources Commissioner
 
 a. Huron River Green Infrastructure Drainage District
 
 -Pledging Washtenaw County’s limited Full Faith & Credit for payment of bonds
 -For the Huron River Green Infrastructure Drainage District
 -In an amount not to exceed $355,000
 
 -To finance the design and construction of improvements to County Drains as storm water management control measures within the City of Ann Arbor
 -Through a citywide tree planting project
 
 -Bonds will be retired through special assessments against the City of Ann Arbor directly
 
 RECOMMENDATION: Approval at Board

D. Support Services
 
 1. Finance
 
 a. 2017 County Millage Rate for Huron-Clinton Metropolitan Authority (HCMA)
 
  -Setting the 2017 Washtenaw County Millage Rate for HCMA
 
  -Typically the HCMA millage rate is set at the same time as other county operating millages, but was delayed this year while waiting for final Headlee reduction calculations for all five counties
 
  -The 2017 rate of .2140 is a reduction from the 2016 rate of 0.2146 mills
 
 RECOMMENDATION: Approval at Board
 
E. County Administration

 a. Washtenaw My Brother’s Keeper Initiative
 
  -Authorizing the continued commitment and participation in Washtenaw My Brother’s Keeper Initiative
  -Authorizing $25,000 per year for the next 3 years
 
  -To implement the WMBK Local Action Plan, integrate itself fully within the resource and planning structure of the national MBK Alliance, and become a forceful advocate for policy formulation in the region
 
 RECOMMENDATION: Approval at Board
