A. Health
 
 1. Public Health
 
 a. Appointment of Deputy Medical Examiner
 
  -Confirming the appointment of Theodore T. Brown, M.D. as Deputy Medical Examiner for Washtenaw County
 -As recommended by County Medical Examiner, Dr. Jeffrey Jentzen.
 
  -As County Medical Examiner functions are carried out through contractual agreements with the University of Michigan Health System, this appointment will not impact the budget nor require any position modification
 
 RECOMMENDATION: APPROVAL
 
 
 b. Prescription for Health Financial Support
 
  -Ratifying the Memorandum of Understanding
 -With the St. Joseph Mercy Health System
 -For the period of March 1, 2017 through February 28, 2018
 
  -To continue the Prescription for Health program in Washtenaw County communities
 -To increase consumption of fresh fruits and vegetables among participants.
 -To Foster healthy behavior change in program participants by providing nutrition education, referrals to community resources, and support from Community Health Workers.
 
  -For a total program cost of $150,000
- Grant Revenue: $150,000
- County Contribution: $0
 
  -Indirect costs of $24,577 have been included in this budget
 
  -Upon receipt of award:
- Authorizing the County Administrator to sign the Memorandum of Understanding
- Authorizing the County Administrator to amend the budget
- Authorizing the County Administrator to sign delegate contracts
 
 RECOMMENDATION: APPROVAL
 
 
B. Economic Development
 
 1. Office of Community and Economic Development
 
 a. Approval of 2017 Calendar Year Entitlement and Formula Grant Funding
 
  -Authorizing the signature of the Chair of the Board or the County Administrator on all formula and entitlement grants awarded to the Office of Community and Economic Development
 
  -To streamline the grant approval process, while still ensuring that the Board is well informed regarding the status of State and Federal awards made to OCED
  -To provide a holistic overview of the continuum of services provided to the community by OCED
 
  -Resolution does not constitute approval of awards with the following characteristics:
- Award is competitive in nature
- Award amount is not based on pre-established federal or State funding formulas or entitlement formulas
- Award is new, and has not been awarded to or administered by OCED in the past
- Receipt of the award would necessitate a county general fund appropriation in excess of the amount approved by the BOC in the budget
- Receipt of the award would necessitate a change in OCED position control
 
  -Requires OCED to present the Board with biennial updates on the status and community impacts of grants awarded to the Department throughout the year
 -Requires OCED to present an annual report of anticipated grant funds for Board approval and prohibits budgets from being loaded until a grant award is received
 
 RECOMMENDATION: APPROVAL
 
C. Land Use and Environment
 
 1. Water Resources Commissioner
 
 a. Chain of Lakes Lake Improvement Project
 
  -Directing the Board of Public Works to undertake a Lake Improvement Project for the “Chain of Lakes” in Washtenaw and Livingston Counties
 
 -To control the growth and reproduction of non-native invasive weeds
 -To enhance the recreational and biological quality of the waterway
 -The affected lakes include:
- In Washtenaw County: Little Portage Lake, Portage Lake, and Base Line Lake in the Townships of Dexter and Webster
- In Livingston County: Tamarack Lake, Whitewood Lake, Long Lake, Gallagher Lake, Strawberry Lake, and Zukey Lake in the Townships of Hamburg and Putnam
- Plus all connecting waters of the above mentioned lakes
 
 -For a five year lake management project
 -At an estimated cost of $1,952,530
 -To be reimbursed through the establishement of a special assessment district of all benefitting properties, as required under Act 185
 
 RECOMMENDATION: APPROVAL AT BOARD
 
D. County Administration
 
 a. Administrative Restructuring
 
  -Authorizing the administrative restructuring including position modifications
 
  -To address the challenges of leading a complex and diverse organization, infuse energy and visionary solutions and generate ladders or opportunity for our talent, community partners, and the residents of Washtenaw County
 To address succession planning for the position of Corporation Counsel
 
 -This item is budget neutral through the following changes:
- Vacant and funded positions are eliminated and that funding is used to support the newly created and reclassified positions
- Contract legal expenses have grown significantly and are projected to continue making in house legal more cost effective than contract attorneys
 
 -Creating the following positions:
