A. Economic Development
 
 1. Office of Community and Economic Development
 
 a. Department of Energy (DOE) Weatherization Assistance Program Funds 
 
 -Ratifying the submission of the grant application
 -To the Michigan Department of Health and Human Services
 -For the period of July 1, 2016 through June 30, 2017
 
 -To fund administrative and programmatic costs for the Weatherization Assistance Program (WAP), which provides services to eligible households to reduce energy and lower utility bills
 -To help low-income, children, and elderly residents make better use of available income and maintain safe housing by providing comprehensive whole house energy audits and home improvement energy saving measures 
 
 -For a total program of $271,472
 -Grant Revenue: $271,472
 -General Fund Contribution: $0
 
 -DHHS was required by the DOE to issue a competitive RFP process to award the WAP fund for this funding cycle
 -Prior to this program year WAP funds were allocated to OCED on a formula basis with no RFP required, and were included in OCED’s Blanket Resolution
 -The award resulting from this RFP will provide funding for three successive funding cycles each three years in length, therefore it is anticipated that OCED will not be required to compete for Weatherization funds for another nine years
 
 RECOMMENDATION: Approval
 
 
B. Public Safety and Justice
 
 1. Sheriff – Emergency Management
 
 a. Emergency Management Performance Grant
 
 -Ratifying the signature of the Chair of the Board on the Work Agreement
 -Ratifying the signature of the County Administrator on the Budget Agreement
 -To the Michigan State Police and Homeland Security Division
 -For the period of October 1, 2016 – September 30, 2017
 
 -For pass-through funds from the Department of Homeland Security to support County Emergency Management operations
 
 -In an amount up to $ 84,413, or 50% of eligible expenditures
- State Revenue: $ 84,413
- County Revenue: $0
 
 -Eligible expenses are the salary and fringes of the Emergency Management Director
 -Revenue is included in the 2017 Budget
 -For FY 2016, Emergency Management was awarded $ 56,769, which is about 36% of eligible expenses
 
 -Indirect costs are not included in this grant
 
 -Upon receipt of the award:
- Authorizing the Administrator to sign the Notice of Grant Award
- Authorizing the Administrator to sign delegate contracts
 
 RECOMMENDATION: Approval
 
 
C. Support Services
 
 1. Corporation Counsel & Human Resources
 
 a. Approving an Employment Agreement with Gregory Dill and Appointing Him as Washtenaw County Administrator
 
 -Approving the Employment Agreement and Appointing Gregory Dill
 -As Washtenaw County Administrator
 -Effective November 3, 2016
 
 RECOMMENDATION: Approval at Board
 
 
D. County Administration
 
 a. 2016 General Fund and Non-General Funds Budget Adjustments
 
  -Authorizing a third quarter budget adjustment to reflect the necessary changes that have occurred since the modification of the budget on June 1, 2016
 
 RECOMMENDATION: Approval
 
 
 b. 2017-19 Budget Reaffirmation and 2020 Recommended Budget
 
 -Reaffirming the fourth year of the adopted 2014-17 Quadrennial Budget
 -Reaffirming the 2018 and 2019 Budget Projections
 -Approving the 2020 Recommended Budget
