A. Economic Development
 
 1. Economic Development Coordinating Committee
 
 a. Budget amendment to reflect the closeout of the Ypsilanti Area Convention & Visitors Bureau (YACVB)
 
  -To authorize the receipt of net assets from the closeout of the YACVB to the Washtenaw County Convention & Visitors Bureau (WCCVB), which will be used to retain the current physical office location in Ypsilanti
 
  -Per resolution #15-0168, the activities of the Ypsilanti Area Convention and Visitors Bureau (YACVB) and the Ann Arbor Area Convention & Visitors Bureau have been combined and renamed the Washtenaw County Convention & Visitors Bureau (WCCVB)
 -Per contract between the County and the YACVB, the remaining funds must be returned to the County
 
 -Final financial statements were reviewed and accepted by the County Chief  Financial Officer
 -These Funds are exclusively from the collection of the accommodation tax from prior years and will be used to offset expenses incurred by the office and to bring the office into compliance with ADA standards
- Taxes & Penalties: ($123,239)
- Other Services & Charges: $123,239
 
 RECOMMENDATION: Approval at Board
 
 
B. Human Services
 
 1.Department of Veteran Affairs
 
 a. Veteran Affairs Millage
 
  -To authorize placing a veteran’s millage on the November 8, 2016 election ballot and certifying the ballot language
 For a tax of 0.1 mills for a period of six years
 To be levied in December 2016
 
    -To fund all aspects of the Department of Veteran Affairs, including claims for indigent veteran relief and eligible dependents, mandated burial reimbursement, and general operational costs for the County Department of Veteran Affairs
 
    -Approval will generate approximately $1,535,993 in 2017
 Indigent Veteran claims are presently being paid for by the un-voted levy under MCLA 35.21 which is currently being contested in court
    -As a voted millage, it would not be subject to further challenge by any individual or group on the grounds that it violates the 18 mill Constitutional mill limit
    -It is projected that no County general fund dollars would be needed to pay for these services while the millage is being collected
  
 RECOMMENDATION: Approval at Board
 
C. Land Use & Environment
 
 1. Office of the Water Resources Commissioner
 
 a. Huron River Green Infrastructure Drainage District Project
 
 -Pledging Washtenaw County’s limited Full Faith & Credit for payment of bonds
 -For the Huron River District Green Infrastructure Drainage District Tree Planting Project
 -In an amount not to exceed $330,000
 
 -To finance a project to design and implement Stormwater control measures throughout the City of Ann Arbor through a citywide tree planting project
 
 -Bonds will be retired through special assessments against the City of Ann Arbor directly
 
 RECOMMENDATION: Approval at Board
 
 b. Malletts Creek Springwater Subdivision Drain Project
 
  -Pledging Washtenaw County’s limited Full Faith & Credit for payment of bonds
  -For the Malletts Creek Springwater Subdivision Drain Project
 In an amount not to exceed $805,000
 
  -To undertake improvements to County Drains through the design and construction of Stormwater management control measures in the Springwater Subdivision in the City of Ann Arbor
 
  -Bonds will be retired through special assessments against the City of Ann Arbor directly
 
 RECOMMENDATION: Approval at Board
 
D. Public Safety and Justice
 
 1. Sheriff
 
 a. Eastern Washtenaw County Anti-Gang Initiative
 
 -Ratifying the submission of the grant application
 To the United States Department of Justice, Office of Juvenile Justice and Delinquency Prevention
 -For the period of October 1, 2016 through September 30, 2018
 
 -To coordinate and focus anti-gang efforts in the eastern county
 -To educate families and community partners about the risk factors leading to and current status of localized gang activity
 -To take preventative action through targeted opportunities, support and enforcement for gang-involved youth
 
 -For a total program of $ 300,000
- State Revenue: $ 300,000
- Additional County Match: $ 0
 -Should the application be awarded, the Sheriff’s Office would cover the costs of the related increase in indirect costs out of their existing budget.
 
 -Creating the following 1.0 Grant Funded, Grant Status FTE
- 1.0 Anti-Gang Coordinator
Group 25, Grade 28
Salary Range: $41,348 - $59,265

E. Board of Commissioners (Carried forward from June 1st Meeting)
 
 1. Board of Commissioners
 
 a. Supporting the Placement of the Gelman Sciences Site on the National Priority List for Superfund
 
  -Supporting a request, petition, or otherwise lawful communication to the US EPA to have the Gelman Sciences site placed on the National Priority List for further action under CERCLA and Superfund
