 1. Sheriff
 
 a. Hazardous Materials Response Authority Reauthorization
 
 -Approving a new Hazardous Materials Response Authority for Washtenaw County and Adjacent Communities Agreement
 For a period of fifteen (15) Years
 
 -To develop, implement, and manage a County-wide Hazardous Materials response team
 -To plan for and respond to chemical emergencies within Washtenaw County
 
 -Continuing an inter-local agreement established under Michigan’s Urban Cooperation Act, and including the following entities:
- Washtenaw County
- The City of Ann Arbor
- The City of Ypsilanti
- Ypsilanti Township
- Pittsfield Township
 -The authority was originally established in 1996, for a 10 year term, which was renewed for an additional 10 years in 2006
 
 -This action will have no additional impact on Budget or Indirect Costs
 Washtenaw County, through the Emergency Management Division of the Sheriff’s Department, would continue to act as fiduciary of the authority
 
 RECOMMENDATION: Approval at Board
 
 b. Annual Community Corrections Comprehensive Plan
 
 -Ratifying the electronic submission of the grant application
 To the Michigan Department of Corrections
 For the period of 10/1/16 – 9/30/17
 
 -To continue offering diversion and alternative sentencing options for courts in Washtenaw County
 -To provide pre-trial services, drug testing, electronic monitoring and social education
 
 -In 2015, an estimated 129,311jail bed days were saved with the estimated cost savings to the County to be at $ 17,456,985
 
 -For a total program of  $ 1,812,652
- State Revenue: $ 652,227
- Program Revenue$ 619,442
- Use of Fund Balance: $100,000
- County General Fund Contribution: $440,983
 
 -Placing the following 2.0 FTE on Hold Vacant Status:
- 1.0 FTE Administrative Coordinator
Group 25, Grade 25
Salary Range: $32,553 – $2,101
- 1.0 FTE Office Specialist
Group 25, Grade 25
Salary Range: $32,553 – $2,101
 
    -Upon receipt of the award:
- Authorizing the Administrator to sign the Notice of Grant Award
- Amending the budget
- Authorizing the Administrator to sign delegate contracts
 
 RECOMMENDATION: Approval at Board
 
B. Health
 
 1. Public Health
 
 a. Appointment of Medical Director
 
    -Ratifying the appointment Jessie Marshall M.D.
 As Washtenaw County Public Health Medical Director
 Effective July 11, 2016
 
   -Ratifying the service contract with the University of Michigan Health Systems
 
   -Dr. Marshall is a licensed physician in Michigan, has an M.D. and an M.P.H. and is Board certified in Internal Medicine
 The preferred candidate has qualifications and experience that meet or exceed requirements for this position
 The County will pay the Contractor a sum of $176,752.77 during the first year of the term.  For future years, such sum shall be adjusted on a percentage basis to reflect any increases in pay that the County provides to its employees generally during such years
