A. Land Use & Environment
 
 1. Office of the Water Resources Commissioner
 
 a. Michigan Ave East Central Area Drain Project
 
   -Pledging Washtenaw County’s limited Full Faith & Credit for payment of bonds
 For the Michigan Ave. E. Central Area Drain Project
 In an amount not to exceed $1,500,000
 
   -To refund drainage district bonds previously issued in 2009
 To take advantage of improved conditions in the bond market which will provide considerable savings to the Township and to taxpayers in the district
 
   -Bonds will be retired through special assessments against the Township of Pittsfield directly
 
   -The Prior Bonds which will be refunded by this request were initially issued to finance the construction of a storm drain to serve the area near the intersection of Michigan Avenue and Crane Road, in Pittsfield Township
 
 RECOMMENDATION: Approval
 
B. Support Services
 
 1. Human Resources
 
 a. Workers’ Compensation Excess Insurance Coverage
 
    -Accepting the offer of Safety National
 For excess insurance coverage for Worker’s Disability Compensation Program
 For the period of 5/1/16 – 4/30/18
 In the amount of $ 182,794
 
   -This insurance protects the County from worker’s compensation losses that may arise under the contract period
 
   -The insurance will be paid in two annual iments of $ 91,397
 This is an annual increase of $ 14,379 over last year’s rate and extends the insurance coverage to a two-year period to gradually increase rates in alignment to the new national standards
 
 RECOMMENDATION: Approval
 
 b. Workers’ Compensation Third Party Administrator
 
    -Accepting the offer of the ASU Group
 For third party administration of claims services for Workers’ Disability Compensation Program
 For the period of May 1, 2016 through May 1, 2019
 
   -To provide claims services for a three year term with an option to renew for an additional three one-year periods
 
  -Claims Services providers were competitively bid and the County received five responses
  -The ASU Group was selected based on enhancements to customer service and a better overall experiences for employees and HR in administering the program
  -The County has provided Broadspire with the 60-day notification to cancel the current contract and will work to provide a smooth
 
 RECOMMENDATION: Approval
