 1. Sheriff
 
 a. Washtenaw Community College Police Services Contract
 
 -Authorizing the signature of the County Administrator on the Police Services Contract
 -With Washtenaw Community College (WCC)
 -Beginning July 1, 2016
 
 -To provide police services to Washtenaw Community College
 
 -Remove 2.0 FTE from Hold Vacant effective July 1, 2016
Group: 16, Grade: 57
Salary Range: $41,904 – $60,489
 -Remove 1.0 FTE from Hold Vacant effective January 1, 2016
Group: 16, Grade: 57
Salary Range: $41,904 – $60,489
-Create 1.0 FTE from Hold Vacant effective January 1, 2016

Salary Range: $41,904 – $60,489
 
 -In 2015, WCC initiated discussions with the WCSO regarding campus safety, since they are the only higher education campus without a police presence
 -Through these discussions it was determined that 4 PSUs will meet their needs
 
 -The 2016 contract will be $156,709 based on a pro-rated 2016 PSU contract price for 2 deputies
 -The 2017 contract will be $633,104 based on the 2017 PSU contract price for 4 deputies
 -These adjustments are General Fund neutral and will not result in a significant change in Sheriff Operations
 
 RECOMMENDATION: Approval
 


 b. 2015 Homeland Security Grant
 
 -Authorizing the County Administrator to sign the 2015 Homeland Security Grant Program Inter-local Agreement
 -With Macomb County
 -For the period of September 1, 2015 through May 31, 2018
 
 -To use Homeland Security funding for identified projects with the following teams:
- Washtenaw County Hazardous Materials Response Team
- Washtenaw County Technical Rescue Team
- Washtenaw Metro SWAT Team
- Washtenaw County Fire Chiefs Association
- Washtenaw County Criminal Justice Association
- Washtenaw County Sheriff’s Office Dive Team
- Washtenaw County Sheriff Emergency Services
- Washtenaw County Computer Forensics Unit
- Washtenaw County Community Emergency Response Team
-To support continued planning and project management
-To support 1.0 FTE Crime Analyst position in the Sheriff’s Office
 
    -For a total program cost of $471,148
- Federal Revenue: $471,148
- County Contribution: $0
 
    -Indirect costs are not eligible for reimbursement under this grant
 
    -Upon receipt of award:
- Authorizing the County Administrator to sign delegate contracts
- Authorizing the County Administrator to amend the budget
 
 RECOMMENDATION: Approval at Board
 
 
B. County Administration
 
 a. 2016 General Fund Budget Adjustment for 2015 Carry Forward Financial Impact Item
 
    -Authorizing a budget adjustment to reflect the necessary one-time nonstructural 2015 carry forward financial item for fiscal year 2016 only
