 a. Vocational Services Program Recommendations
  Material to be provided in advance of the meeting
B. Economic Development
 1. Office of Community and Economic Development
 a. Approval of 2016 Calendar Year Entitlement and Formula Grant Funding
 -Authorizing the signature of the Chair of the Board or the County Administrator on all formula and entitlement grants awarded to the Office of Community and Economic Development
 -To streamline the grant approval process, while still ensuring that the Board is well informed regarding the status of State and Federal awards made to OCED
 -To provide a holistic overview of the continuum of services provided to the community by OCED
 -Resolution does not constituted approval of awards with the following characteristics:
- Award is competitive in nature
- Award amount is not based on pre-established federal or State funding formulas or entitlement formulas
- Award is new, and has not been awarded to or administered by OCED in the past
- Receipt of the award would necessitate a county general fund appropriation in excess of the amount approved by the BOC in the budget
- Receipt of the award would necessitate a change in OCED position control
 -Requires OCED to present the Board with biennial updates on the status and community impacts of grants awarded to the Department throughout the year
 -Requires OCED to present an annual report of anticipated grant funds for Board approval and prohibits budgets from being loaded until a grant award is received
 b. Skilled Trades Training Fund
    -Authorizing the signature of the County Administrator
 To receive funding from the Skills Trade Training Fund
 Through the Southeast Michigan Consortium
 For the period of October 1, 2015, through September 30,2016
    -To support the development and implementation of employer responsive training
-To fill documented mis-matches between employee skills and employer needs
 -For a total amount of up to $227,950
- Training Funding: $217,095
- Administrative Funding: $$10,855
 -No additional county matching funds are required
 -Indirect costs are not included in this budget
 -The award amount for 2014-15, the first year of the program, was $252,542
 -Upon receipt of the award:
- Authorizing the County Administrator to sign the Notice of Grant Award
- Authorizing the Administrator to amend the budget
- Authorizing the County Administrator to sign delegate contracts
C. Civic Infrastructure
 1. Office of the Treasurer
 a. Delinquent Tax Borrowing
    -Issuing 2016 General Obligation Limited Tax Notes
 In an amount not to exceed $30 million
 For the 2015 delinquent taxes
D. Land Use & Environment
 1. Office of the Water Resources Commissioner
 a. Grading/ Soil Erosion and Sedimentation Control (SESC) Ordinance Proposed Revisions
    -Approving revisions to the Grading/ Soil Erosion and Sedimentation Control Ordinance for Washtenaw County
   -Establishing a schedule of civil fines for admissions of responsibility of ordinance violations
    -To bring the County’s SESC ordinance into compliance with Part 91 of Michigan Public Act 451, as amended
-To allow the County to collect fines by classifying violations as Municipal Civil Infractions
-To revise the fee schedule to align fees with the cost of service provision
-To include additional permit categories for smaller scale projects for both residential and commercial permits
-To create an SESC Program Fund
    -Proposed changes will be implemented on April 1, 2016
    -Proposed fee changes are generally in alignment with local governments and neighboring counties
