 a. 2016 Underage Drinking Enforcement Grant
 
    -Ratifying the electronic application
 To the Office of Highway Safety Planning
 For the period of October 16, 2015 through September 30, 2016
 
 -To curb the sale of alcohol to minors
 
 -2015 grant provided $14,961 for special details on U of M’s campus and other activities that curb the sale of alcohol to minors
 
 -For a total program of $ 29,998
- State Revenue: $ 29,998
- County Match: $ 0
 
 -Indirect costs are not included in this budget
 
 -Upon receipt of the award:
- Authorizing the Administrator to sign the Notice of Grant Award
- Amending the budget
- Authorizing the Administrator to sign delegate contracts

 b. 2016 Strategic Traffic Enforcement Program
 
    -Ratifying the electronic application
 To the Office of Highway Safety Planning
 For the period of October 1, 2015 through September 30, 2016
 
    -To participate in the Strategic Traffic Enforcement Program Drive Michigan Safely Task Force, which targets safety belt violations and impaired drivers
-To conduct safety belt (Click It or Ticket) and impaired driving enforcement during the national mobilization periods, as well as throughout the year
 
    -2015 grant provided $118,941
 
    -For a total program of $ 119,000
- State Revenue: $ 119,000
- County Match: $ 0
 
    -Indirect costs are not included in this budget
 
    -Upon receipt of the award:
- Authorizing the Administrator to sign the Notice of Grant Award

 c. Annual Secondary Road Patrol 
 
    -Ratifying the signature of the Chair of the Board
 To the Office of Highway Safety Planning
 For the period of October 11, 2015 through September 30, 2016
 
    -To provide additional road patrol on secondary roads and in state and county parks
-To support personnel costs for 1.58 FTE
 
    -The 2015 grant provided $204,228 to support 1.58 FTE
 
    -For a total program of $ 204,228

- County Match: $ 0
 
    -Indirect costs are not included in this budget
 
    -Upon receipt of the award:

 1. Water Resources Commissioner
 
 a. 2016 Survey and Remonumentation Program
 
    -Authorizing the application to be submitted
 To the Michigan Department of Labor and Economic Growth
 For the period of January 1, 2016 through December 31, 2016
 
    -To implement the Revised Plan for Remonumentation and Monumentation of Public Land Survey as approved in 1992 by the Board of Commissioners
-To research and monument 68 corners with local jurisdictions, contributing to the accuracy of the Geographic Information Systems (GIS) base
 
    -In 2015, Water Resources was awarded $ 148,848 to survey 93 corners
 
    -For a total program of $ 107,424
- State Revenue: $ 107,424
- County Match: $ 0
 
    -Indirect costs are not eligible under this grant
 
    -Appointing Evan Pratt as Grant Administrator and John A. Myles as Grant Representative for the grant
 
    -Upon receipt of the award:
- Authorizing the Grant Administrator to sign notice of grant award
- Authorizing the Administrator to amend the budget
- Authorizing the Administrator to confirm subcontracts and sign delegate contracts upon review of Corporation Counsel
 
 RECOMMENDATION: Approval
 
 
D. Support Services
 
 1. Office of Infrastructure Management
 
 a. Video Conferencing Equipment
 
    -Accepting video conferencing equipment from the Michigan State Court Administrator’s Office(SCAO)
 For use in the 14A District Court and Washtenaw Trial Court
 
    -To expand current video conferencing capabilities to 9 additional courtrooms (4 in the 14th District Court, 5 at the Washtenaw Trial Court) to meet with increased demand
-For the SCAO to create a reliable network of systems that can allow for prisoners and mental health patients to participate in court hearings without the risks and costs involved in transporting them to court
 
    -The state is providing equipment, first year hardware maintenance, and installation at 14A-3 and 14A-4 estimated to be worth about $70,000
-The District Court will pay for one-time installation and integration of new equipment at 14A-1 out of existing lump sum budget
 -The District Court & Trial Court are each responsible for on-going hardware maintenance and will cover through existing lump sum budgets
 -The District Court & Trial Court will begin saving money annually for the replacement of this equipment
 -OIM will provide project management and miscellaneous electrical work through existing budget
 -This equipment will be brought online with no additional funds from the GF
 
 RECOMMENDATION: Approval
 
 b. Updated County Vehicle Policy
 
    -Approves the updated County Vehicle Policy, including the title change from County Vehicle Policy to Fleet Policy
 
    -To pull procedural information out of the policy and put it into Fleet procedure
-To better align the policy with procedure and include information regarding the acquisition, maintenance, fueling and disposal of county vehicles
 
 RECOMMENDATION: Approval
 
 
 c. Washtenaw Education Telecommunications System Consortium Agreement
 
    -Accepting the renewal of the Washtenaw Educational Telecommunications System Consortium Agreement
-Between Washtenaw County, Merit Networks, Eastern Michigan University and Comlink LLC
-For a period of five years beginning November 2, 2015
 
    -To continue existing operations of the County’s fiber network
 
 RECOMMENDATION: Approval
 
 
E. Administration
 
 a. Washtenaw County Convention and Visitors Bureau Contract
 
    -Authorizing the County Administrator to sign the contract
 With the Washtenaw County Convention and Visitors Bureau
 For a period of ten years
