A. Health & Human Services
 
 1. Community Support and Treatment Services
 
  -Ratifying the signature of the County Administrator on the grant application
  -To the U.S. Department of Health and Human Services Office of the National Coordinator for Health Information Technology
  -For the period of August 14, 2015 through August 14, 2016
 
  -To develop the ability for community mental health service providers to access and update the Health Information Exchange in the course of providing patient care
 -To improve healthcare outcomes, increase efficiency of service provision, and reduce duplication of services
 
  -For a total program revenue of up to $100,000
- Federal Revenue: up to $100,000
- County Match: $0
 
  Indirect costs are not included in this budget
 
  Upon receipt of the award:
- Authorizing the Administrator to sign notice of grant award
- Authorizing the Administrator to amend the budget
- Authorizing the Administrator to sign delegate contracts
 
 RECOMMENDATION: Approval
 
 
 
B. Land Use & Environment
 
 1. Office of the Water Resources Commissioner
 
 a.  Huron River Green Infrastructure Geddes Road Drain Project
 
  -Pledging Washtenaw County’s limited Full Faith & Credit for payment of bonds
  -For the Huron River Green Infrastructure Geddes Road Drain Project
  -In an amount not to exceed $1,500,000
 
  -To improve the a storm drain within the City of Ann Arbor
 
  -Bonds will be retired through special assessments against the following:
- City of Ann Arbor: 100%
 
  -State revolving loans are financing stormwater improvements at 2.5% over 20 years
 
 RECOMMENDATION: Approval
 
 b.  Huron River Green Infrastructure Tree Planting Drain Project
 
  -Pledging Washtenaw County’s limited Full Faith & Credit for payment of bonds
  -For the Huron River Green Infrastructure Tree Planting Drain Project
 In an amount not to exceed $415,000
 
  -To undertake a project to design and implement stormwater control measures throughout the City through a Citywide Tree Planting Project
 
  -Bonds will be retired through special assessments against the following:
- City of Ann Arbor: 100%
 
  -State revolving loans are financing stormwater improvements at 2.5% over 20 years
 
 RECOMMENDATION: Approval
 
 
C. Economic Development
 
 1. Office of Community and Economic Development
 
 a.  2016 Act 88 Program Goals, Outcomes, and RFP Recommendations
 
  -Approving 2016 program goals for Act 88 funding
  -Approving the Request for Proposal language and process to facilitate selection of 2016 grantees
 
  -The Act 88 Advisory Committee was established with resolution No. 13-0193 to annually review applications, recommend funding, and evaluate recipients for revenue generated through the Act 88 millage
 Per the Act 88 Policy, sixty percent (60%) of funds raised shall be distributed to outside agencies via  an annual and multi-year grant process
 
  -The Act 88 Committee recommends that Act 88 funds be allocated via a Request for Proposal process as follows:
- Increasing trade in the products of the county or the state
- Encouraging immigration & tourism
- Advertising the agricultural and industrial advantages of the County or the State
 The Committee recommends two priority areas for use of funds:
- Food System Economic Development
- Economically Challenged Communities
 
  -The timeline proposed by the Act 88 Committee stipulates that any 2016 Act 88 millage rate be set after the conclusion of the RFP process
 Act 88 may be levied at up to 0.5 mills, at this rate it is projected to raise $7,523,896, meaning that $4,514,338 would be available to the RFP process
 
 RECOMMENDATION: Approval at Board

 a. Freedom of Information Act (FOIA) Changes – Policy
 
  -Approving the Freedom of Information Act (FOIA) Policy
  -To update the FOIA policy to conform with the changes implemented under the Act 442 of 1976, as amended
 
  -The Michigan Legislature approved new legislation in 2014 that goes into effect July 1, 2015 and requires public bodies to establish specific written procedures and guidelines for FOIA requests
  -These must include a separate written summary of the procedures and guidelines that inform the public on
- How to submit FOIA requests
- How to understand the public body’s responses to FOIA requests
- Deposit requirements
- Fee calculations
- Avenues for challenging and appealing the public body’s denial of a request
  -The legislation also adjusted the allowable fees that can be charged to fulfill FOIA requests, the fines and punitive damages that can be assessed on the public body for violating the act, and other changes around the availability of information on the web
 
 RECOMMENDATION: Approval at Board
