 1. Office of Community and Economic Development
 
 a. Washtenaw Urban County 2015 HUD Action Plan
 
  -Authorizing the signature of the County Administrator on the Washtenaw   Urban County 2015 Action Plan
 -To the United States Department of Housing and Urban Development (HUD)
 -For the period of 7/1/15 – 6/30/16
 
 -To receive funding for the CDBG, HOME, and ESG programs by submitting an Annual Action Plan
 
 -CDBG was established to meet the following HUD goals:
­     -To benefit low and moderate income persons
­     -To aid in the prevention or elimination of slums or blight
­     -To meet community development needs that have particular urgency
 -HOME is designed to build, buy, or rehabilitate housing for rent or homeownership by low to moderate-income individuals
 -Emergency Shelter Grants are used to increase the number and quality of housing facilities for homeless individuals and families, as well as operate the facilities and provide essential services to the homeless
 
 -The over-arching goals of the action plan are to increase quality, affordable homeownership and rental opportunities, improve public facilities and infrastructure, promote access to public services and resource, support homelessness prevention and rapid rehousing, and enhance economic development activities
 -As an example, this action plan includes an allocation of $525,000 that will be used to support the Ypsilanti Housing Commission in the rehabilitation of the multi-family Parkridge Homes
 
 -For a total program of $ 3,224,480
­     -Federal Revenue: $ 2,876,964
­     -CDBG: $ $1,846,994
­     -HOME $ 866,608
­ ESG: $ 163,362
­ Local Match: $ 347,516
­ HOME: $ 184,154
­ ESG: $ 163,362
 No additional County General Fund dollars are being requested
 
  Total program funding from 2013/14 to 2014/15:
- CDBG: Increase of $14,282, or about 0.7%
- HOME: Decrease of $58,700, or about 9%
- ESG: Increase of $7,207, or about 5%
 
  Indirect costs are not included in this budget
 
  Upon receipt of the award:
- Authorizing the Administrator to sign the Notice of Grant Award
- Amending the budget
- Authorizing the Administrator to sign delegate contracts
 
 RECOMMENDATION: Approval
 
 
C.  Support Services
 
 1. Finance
 
 a. Refunding of Series 2008A Capital Improvement Bonds
 
  Authorizing the sale of a single refunding bond issue not to exceed $10,250,000 for refunding of outstanding Capital Improvement Bonds, Series 2008A
 Providing continuing disclosure on the bond refunding
 
  Due to the present interest rates in relation to the interest rates at the time of the original issue refunding the bonds there is an estimated minimum net savings of $723,000 over the life of the bond issue
 The Capital Improvement Bonds, Series 2008A originally funded the construction of the 14A District Court and the County fiber optic network
 
 RECOMMENDATION: Approval
