 a. 2014/15 Public Health Budget Adjustment
 
 -Authorizing the signature of the County Administrator on the amended agreement and delegate contracts
 -Authorizing a budget adjustment and position modifications to the 2014/15 Public Health budget 
 
  -To address system deficiencies identified within the health department through the establishment of a position focused on policy development
  -To account for increased funding from the Michigan Department of Community Health for the Women, Infant, and Children (WIC) Peer Counselor Program and for Children’s Special Health Care Services (CSHCS)
  -To reflect a significant decrease in the size of the client pool served by the Washtenaw Health Plan
 
 -The adjustment will increase the budget by $111,354 due to increased state revenues, licenses and permits, and fees and services
 
 -Creating the following 3.0 FTE:
- 5 - 0.40 Grant Status FTE WIC Peer Counselor

B.  County Administrator
 
 a. Behavioral Health Task Force Report
 
 -Accepting and approving of the findings of the Behavioral Health Task Force Final Report
 -Authorizing a budget adjustment to the 2014/15 Community Support and Treatment Services Budget
 -Authorizing position modifications related to mental health service provision
 -Authorizing the County Administrator to implement the recommendations and timeline of the Behavioral Health Task Force
 
  -To address a crisis in the financing of mental health services for publicly funded patients in Washtenaw County
  -To correct systemic issues related to delivery of mental health services in Washtenaw county through the Washtenaw Community Health Organization (WCHO)
  -To move towards a mental health service system that is more flexible, efficient, effectively governed, effectively managed, responsive, innovative, and clear in its purpose and goals
 
  -The Behavioral Health Task Force identified numerous factors that contributed to the WCHO not achieving the potential envisioned in its original purpose and goals, most significantly:
- Frequent changes in leadership
- Lack of coordination between WCHO and Community Support and Treatment Services, the major contractor of direct patient care
- A changing role of WCHO from a regional entity to a local entity
- Confusing and declining funding models
- Ineffective management of the partnership by the parent entities of Washtenaw County and the University of Michigan Health System (UMHS)
- Lack of adequate governance
- Lack of funding and focus on integrating medical and mental health care
 
-The Behavioral Health Task Force report makes eight recommendations to improve the delivery of mental health services in Washtenaw County:
- Discontinue the legal partnership and dissolve the WCHO
- Implement a ‘Community Mental Health Agency’ model of service provision, upon confirmation of financial impact to the county
- Prepare to transition from an ‘Agency’ model to an ‘Authority’ model within two years
- Establish an affiliation agreement between the county, UMHS, and Saint Joseph Mercy Health System (SJMHS) to support mental health services
- Formalize programmatic agreements between the county, UMHS, and SJMHS for mental health services
- Provide for the involvement of safety net clinics and the Washtenaw Health Initiative in planning, assessment, and delivery of services
- Conduct a formal search to select leadership for the Agency and to manage the transition to an Authority
- Implement an annual, formal evaluation process to assess Agency performance
 
-Additional organizational modifications will address a $3,862,142 structural budget deficit for mental health funding within Washtenaw County
- Within the Community Living Services program actions including staffing pattern reviews, alignment of provider rates, and administrative realignment will provide savings totaling $2,312,975 annually
- Consolidation of administrative functions and services to move to an Agency model will total $1,549,167 annually
