A.     Land Use & Environment
   
    1.    Water Resources Commissioner
   
    a.    Michigan Department of Agriculture’s Clean Sweep Grant         (Application)
   
  •     Ratifying the signature of the County Administrator on the contract
  •     To the Michigan Department of Agriculture
  •     For the period of October 1, 2014 through September 30, 2015
   
  •   To accept pesticides, herbicides and mercury to process for proper disposal
  •   To offset the typical cost of the program, foster regional coordination, and to pay for the materials brought in by the business community
  •   To promote outreach activities to the agricultural community, nurseries, golf courses, commercial exterminators, and farmers
   
  •    In 2013/14, Water Resources was awarded $18,947 for the Clean Sweep program
  •    For a total program of $12,000
            -    State Revenue: $12,000
            -    County Match: $0 
  •    Indirect costs are not eligible under this grant
   
    RECOMMENDATION: Approval
   
    b.    2015 Survey and Remonumentation Program        (Application)
   
  •     Authorizing the application to be submitted
  •     To the Michigan Department of Labor and Economic Growth
  •     For the period of January 1, 2015 through December 31, 2015
   
  •     To implement the Revised Plan for Remonumentation on Monumentation of Public Land Survey as approved in 1992 by the Board of Commissioners
  •     To research and monument 93 corners with local jurisdictions, contributing to the accuracy of the Geographic Information Systems (GIS) base 
  •     In 2014, Water Resources was awarded $ 137,834 to survey 106 corners 
  •     For a total program of $ 148,848
         -    State Revenue: $ 148,848
         -    County Match: $ 0 
  •    Indirect costs are not eligible under this grant 
  •    Appointing Evan Pratt as Grand Administrator and John A. Myles as Grant Representative for the grant   
  •   Upon receipt of the award:
        -    Authorizing the Grant Administrator to sign notice of grant award
        -    Authorizing the Administrator to amend the budget
        -    Authorizing the Administrator to confirm subcontracts and sign delegate contracts upon review of Corporation Counsel
   
    RECOMMENDATION: Approval

B.    Civic Infrastructure

C.    Economic Development
   
    1.    Office of Community and Economic Development
   
    a.    Skilled Trade Training Fund
   
  •    Authorizing the signature of the County Administrator
  •    To receive funding from the Skills Trade Training Fund
  •    Through the Workforce Development Agency, State of Michigan
  •    For the period of October 1, 2014, through September 20, 2015
   
  •         To support the development and implementation of employer responsive training
  •     To fill documented mis-matches between employee skills and employer needs
  •     For a total amount of up to $252,542, including an additional 5% for administrative costs:
           -    Approved Grants: $247,812
           -    Pending Grants: $4,730
  •     No additional county matching funds are required
  •     Indirect costs are not included in this budget
  •     Upon receipt of the award:
          -    Authorizing the County Administrator to sign the Notice of Grant Award
          -    Authorizing the Administrator to amend the budget
          -    Authorizing the County Administrator to sign delegate contracts
    
    RECOMMENDATION: Approval
   
    b.    Winter Shelter Response Funding
   
  •    Authorizing the County Administrator to allocate up to $89,318 for the 2014-15 winter emergency shelter and warming center response
  •    For the period of January 1, 2015 through March 31, 2015  
  •    To provide better coordinated services and a more deliberate response for County residents in need of emergency winter shelter
  •    To add 50 overnight warming spaces in total at three rotating local churches from January 1, 2015 through March 31, 2015
  •     To add 100 daytime warming spaces in total at the Delonis Center and other local sites from November 1, 2014 through March 31, 2015
  •     To provide training of the services offered by Community Support and Treatment Services to staff and patrons of the Ann Arbor District Library
  •     To increase Hotel/ Motel voucher funding by 10% 
  •     For total expenditures of up to $178,636
  •     Washtenaw County and the City of Ann Arbor are each being asked to support 50% of the costs, $89,318 each
  •     Indirect costs are not included in this budget    
  •     Upon receipt of the award:
          -    Authorizing the Administrator to amend the budget
          -    Authorizing the Administrator to appropriate funds from the Board of Commissioners Undesignated Allocation to fund this program
   
    RECOMMENDATION: Approval

D.    Support Services
