A.  Health

1.    Community Support & Treatment Services

a.  2014-15 Budget

  • Approving the budget
  • For the period of October 1, 2014, through September 30, 2015
  • Authorizing the County Administrator to approve the Service Agreement with Washtenaw County Health Organization
  • For the provision of community mental health services to Washtenaw County residents with developmental disabilities, serious mental illness, co-occurring serious mental illness/substance abuse conditions, and children with serious emotional disturbances.
  • Approves the budget in the amount of $34,841,459
    - WCHO Revenue: $32,645,825
    - Service Billings and Other Revenue: $1,783,596
    - Sheriff Office Contract - $246,846
    - Haarer Bequest - $91,334
    - General Fund - $73,854
  • The 2014-15 CSTS budget will exhaust the Haarer Bequest fund balance: in 2016 and 2017 this revenue source will be replaced by general fund dollars appropriated in the 2014-17 budget
  • Including an additional one-time County General Fund appropriation of $400,000 to the WCHO to be used for provision of services via contract with CSTS to partially restore a decrease in state funding
  • Placing the following 2.0 FTE on Hold Vacant:
    - 1.0 FTE CSTS Member Services Manager
      Group 32, Grade 33
      Salary Range: $66,205 - $101,528
    - 1.0 FTE Staff Child Psychiatrist
      Group 32, Grade 34B
      Salary Range: $150,032 - $198,228
  • Eliminate the following 9.0 FTE:
    - 4.0 FTE Consumer Financial Consultant I/II
      Group 12, Grade 15/16
      Salary Range: $31,507 - $40,253
    - 1.0 FTE Consumer Financial Consultant III
      Group 11, Grade 19
      Salary Range: $36,164 - $45,052
    - 3.0 FTE Service Coordinator
      Group 11, Grade 25
      Salary Range: $45,052 - $58,855
    - 1.0 FTE Coordinating Agency Director
      Group 32, Grade 3
      Salary Range: $73,589 - $116,783
  • No layoffs will occur as a result of these modifications as the positions were either previously vacant or the employees have transferred to a new position 

RECOMMENDATION: Approval

b.  Mental Health Interagency Agreement

  • Authorizing the signature of the County Administrator
  • On the Mental Health Interagency Agreement
  • To satisfy Public Act 28 of 2014 that each county must have a written interagency agreement in place to provide mental health treatment and assistance to at risk persons with serious mental illness
  • The agreement is between the County of Washtenaw, Washtenaw County Sheriff Office, the 14-A District Court, the 14-B District Court, 15th District Court, Washtenaw County Prosecutor Office, Community Support and Treatment Services (CSTS), and the Washtenaw County Circuit Court
  • To provide overarching guidance and shall incorporate the additional existing contracts, memorandums of understanding, and business associate agreements between Washtenaw County collaborative partners
  • To create a task force to identify goals and manage collaboration efforts

2.    Public Health

a. 2014/15 Comprehensive Planning, Budgeting and Contracting (CPBC) Agreement, 2014/15 Budget, Position Eliminations & Reclassifications, and Strategic Plan  (Contract Agreement)  (Strategic Plan)

  • Authorizing the signature of the County Administrator
  • To the Michigan Department of Community Health
  • For the period of October 1, 2014 through September 30, 2015
  • Approving the 2015-2019 Public Health Strategic Plan
  • Approving the 2014/15 Budget in the amount of $12,144,030
  • Includes the following revenues:
    - General Fund Appropriation - $3,553,575
    - Licenses & Permits - $1,670,599
    - State Revenue - $3,130,410
    - Local Revenue - $666,753
    - Fees & Services - $1,401,425
    - Planned Use of Fund Balance - $1,592,642
    - Other Revenue & Reimbursement - $23,626
    - In-Kind Contributions - $94,000
  • Eliminating the following 1.0 FTE:
    - 1.0 FTE Quality Assurance / Billing Analyst
      Group 32, Grade 27
      Salary Range: $36,820 - $52,404
  • Create the following 4.5 FTE:
    - 1.0 FTE Fiscal Coordinator
      Group 32, Grade 29
      Salary Range: $43,743 - $62,262
    - 1.0 FTE Communications Manager
      Group 32, Grade 30
      Salary Range: $49,606 - $70,605
    - 1.0 FTE Environmental Health Program Administrator

  • For a net increase of 3.5 FTE
  • No layoffs will be occurring since the eliminated position is currently vacant

B.  Civic Infrastructure

1.    Treasurer

a. Policy for Internal Advances

  • Approving and adopting the Policy for Internal Advances
  • To codify current internal advancement practice in County Policy for the advancement of funds from the Delinquent Tax Revolving Fund according to policy criteria for use on projects and services and for the replenishment of said funds
  • This policy is expected to reduce the costs of borrowing by avoiding the fixed costs of bond and note issuance and to increase revenue by capturing interest payments internally
  • The policy codifies the existing practice of internal advances from the DTRF to County Departments

RECOMMENDATION: Approval

C.  Land Use & Environment

1.    Water Resources Commissioner

a. Allen Creek West Park Fairgrounds Drain Project

  • Pledging Washtenaw County's limited Full Faith & Credit for payment of bonds
  • For the Allen Creek West Park Fairgrounds District Drain Project
  • In an amount not to exceed $2,430,000
  • To undertake improvements Allen Creek-West Park Fairgrounds drain branch
  • Bonds will be retired through special assessments against the following:
    - City of Ann Arbor: 96.1%
    - Michigan Department of Transportation: 3.9 % (to be prepaid)

RECOMMENDATION: Approval

b. Rain Garden University Project  (Award Letter)

  • Ratifying the signature of the County Administrator on the contract
  • To the Michigan Department of Environmental Quality
  • For the period of October 1, 2014, through September 30, 2017
  • To develop and deploy an online Master Rain Gardner class to benefit county-wide communities
  • To enhance Rain Garden customer service by increasing the Environmental Specialist position from 0.6 FTE to 1.0 FTE for the term of the grant
  • For a total program of $153,599
    - Federal Revenue: $108,947
    - Local Revenue: $23,530
    - County General Fund Match: $21,122
  • Indirect costs in the amount of $13,293 are eligible for reimbursement under this grant

RECOMMENDATION: Approval

D.  Children's Well-Being 

1.    Trial Court & Department of Human Services

a. 2014/2015 State Child Care Fund Budget  (Form 2091)

  • Authorizing the signature of the Chair of the Board on the 2014 budget summary form
  • To the Michigan Department of Human Services, Bureau of Juvenile Justice
  • For the period of October 1, 2014, through September 30, 2015
  • To provide 50% reimbursement for eligible expenses, including funding for programs that serve neglected, abused, and delinquent youth
  • For expenses that are made locally and submitted to the state for reimbursement on a monthly basis
  • For 50% reimbursement on estimated expenditures of $10,014,845 for State funding of $5,007,422
  • Indirect costs of $1,030,481 are included above, $746,599 of which are eligible for 50% reimbursement
  • 2015 budget reaffirmation to recommend a budget in alignment with Child Care Fund anticipated expenditures

RECOMMENDATION: Approval

E.  Support Services

1.    Risk Management

a. Insurance Renewals

  • Accepting quotes for insurance coverage
  • For the period of October 1, 2014 through September 30, 2015
  • In the amount of $1,025,205
  • To provide coverage for (1) property and boiler and machinery, (2) general liability, law enforcement liability, public officials liability, and auto liability, (3) crime, (4) fiduciary liability, (5) lawyers professional, (6) judicial liability, and (7) medical professional
  • Increases General Liability SIR from $500,000 to $750,000
  • All costs will be included in the 2015-17 Reaffirmed Budget
  • Selects Arhur J. Gallagher Insurance Agency as the Insurance Agency for the County
  • Approving the following insurance carriers: Chubb Insurance Company, Genesis Insurance Company, Liberty Surplus Insurance Company, Great American Insurance Company, Underwriters at Lloyd's, London, Hudson Insurance Company, Travelers

F.  County Administrator

a. Establishing Agreement  (Agreement)  (Policy)  (Contract)

  • Establishing agreement with the Community Mental Health Partnership of Southeast Michigan
  • For representation on the Substance Use Disorder Oversight Policy Board
