A.  Community & Economic Development

1.    Office of Community and Economic Development

a.  2014 TIGER Grant Submission on behalf of Ann Arbor SPARK  (Grant Application)

  • Ratifying the signature of the County Administrator on the application
  • To the U.S. Department of Transportation on behalf of Ann Arbor SPARK
  • For the period of July 1, 2015 to June 30, 2016
  • For work with the redevelopment firm Walbridge Aldinger, the University of Michigan, Ypsilanti Township, Washtenaw County, and other community partners
  • To redevelop the former GM Willow Run Powertrain Plant in Ypsilanti Township for use as a Connected Vehicle Testing Facility
  • May result in the creation of up to 7,800 new jobs in the skilled trades and research sectors
  • For a total program of $ 940,000
    - Federal Revenue: $940,000
    - County Match: $0
  • Indirect costs are not included in this grant
  • Upon receipt of the award:
    - Authorizing the Administrator to sign the Notice of Grant Award
    - Amending the budget
    - Authorizing the Administrator to sign delegate contracts 

RECOMMENDATION: Approval

B.  Health

1.    Public Health

a. Washtenaw County Board of Health

  • Authorizing the creation of the Washtenaw County Board of Health
  • Authorizing the dissolution of the existing Public Health Advisory Board / Environmental Health Appeals Board and the existing Hearing Board for the Health Department Food Service Regulation
  • To create a board of health that is able to identify public health problems and concerns in the community, establish health priorities, and advise the Board of Commissioners and the Health Department on issues and possible solutions
  • To serve as advocates and educators for public health services and policies
  • To provide oversight and guidance to the Health Department
  • To recommend a program of basic health services to the Board of Commissioners
  • The Board of Health will have the authority to hear appeals and requests for variances from the local public health and environmental regulations established under the Public Health Code and to hear appeals regarding the suspension or revocation of food service licenses
  • The Board will have 10 members, 9 voting members, and 1 Washtenaw County Commissioner in an ex officio capacity
  • Members will receive remuneration for meeting attendance, which is anticipated to cost a total of $19,000 for all members combined and will be absorbed in the Public Health budget

RECOMMENDATION: Approval

C.  Land Use 

a. Renewing Parks & Recreation Millage

  • Authorizing the County Clerk to place on November 4, 2014 Ballot
  • A question to renew the Parks & Recreation Millage
  • For an additional ten years
  • The existing millage expires December 1, 2016
  • If approved by voters, new millage will take effect on December 1, 2017

RECOMMENDATION: Approval

D.  County Administration 

a. Setting the Millage Rate

  • Setting the 2014 Washtenaw County Operating Millage

E.  Board of Commissioners

a. Special Tax to Repair 2013-14 Winter Damage to Roads, Streets and Paths  (Resolution)

  • Approving a special millage of 1.0 mills on all real property
  • To repair 2013-14 Winter Damage to roads, streets, and paths
  • A levy at 1.0 mills which will generate approximately $14,341,548
  • The millage will be allocated as follows:
    - 50 % - repairs in that city, village, or township which generated such revenue
    - 40 % - repairs throughout Washtenaw County based on the extent of the damage
    - 10 % - repair winter damage to non-motorized transportation infrastructure

RECOMMENDATION: Approval

V. Report of the Administrator
A. A discussion on the proposed Spring Budget Process; to identify, prioritize and appropriate any unbudgeted funds available for FY 2014
