A.  Economic Development

1.    Office of Community and Economic Development

a.  Washtenaw Urban County 2014 HUD Action Plan  (2014 Action Plan)

  • Authorizing the signature of the County Administrator on the Washtenaw Urban County 2014 Action Plan
  • To the United States Department of Housing and Urban Development (HUD)
  • For the period of 7/1/14 - 6/30/15
  • To receive funding for the CDBG, HOME, and ESG programs by submitting an Annual Action Plan
  • CDBG was established to meet the following HUD goals:
    - To benefit low and moderate income persons
    - To aid in the prevention or elimination of slums or blight
    - To meet community development needs that have particular urgency
  • HOME is designed to build, buy, or rehabilitate housing for rent or homeownership by low to moderate-income individuals
  • Emergency Shelter Grants are used to increase the number and quality of housing facilities for homeless individuals and families, as well as operate the facilities and provide essential services to the homeless
  • For a total program of $ 3,306,958
    - Federal Revenue: $2,914,175
      - CDBG: $1,832,712
      - HOME: $925,308
      - ESG: $156,155
    - County Match: $236,628
    - Local Match: $156,155
  • Total program funding from 2013/14 to 2014/15:
    - CDBG: Decrease of $89,466, or about 5%
    - HOME: Increase of $17,537, or about 2%
    - ESG: Increase of $10,613, or about 7%
  • Indirect costs are not included in this budget
  • Upon receipt of the award:
    - Authorizing the Administrator to sign the Notice of Grant Award
    - Amending the budget
    - Authorizing the Administrator to sign delegate contracts

B.  Public Safety & Justice

1.    Sheriff

a. Strategic Enforcement Program  (Grant Application)

  • Ratifying the electronic submission of the application and agreement
  • To the Office of Highway Safety Planning
  • For the period of 2/28/14-9/30/14
  • To reduce the number of unbelted occupants and drunk drivers on Michigan roadways using high visibility enforcement
  • For a total program of $99,691
    - Federal Revenue: $99,691
    - County Match: $0
  • This is a reduction of about $20K over the previous year's award due to state funding levels
  • Indirect costs are not included in this budget
  • Upon receipt of the award:
    - Authorizing the Administrator to sign the Notice of Grant Award
    - Amending the budget
    - Authorizing the Administrator to  sign delegate contracts

C.  Civic Infrastructure

  • Approving the 2014 Equalization Report

D.  Support Services 

1.    Finance

a. Accommodations Ordinance Annual Fund Balance Distribution

  • Approving the Accommodation Ordinance Annual Fund Balance Distribution
  • To the Ann Arbor Area Convention and Visitors Bureau, Inc. and Ypsilanti Area Convention and Visitors Bureau, Inc.
  • Distribution for 2013 funds is based on the final audited balance
  • To distribute a portion of the remaining fund balance to the Area Convention and Visitors Bureau as contractually agreed to
  • The 2013 audited fund balance of the Accommodations Ordinance Commission is $472,846
  • The county reserves 10% of this for future year's enforcement, which is $47,285
  • The amount available for distribution is $425,561
    - Ann Arbor Area Convention and Visitors Bureau, Inc.: $319,171
    - Ypsilanti Area Convention and Visitors Bureau, Inc.: $106,971

RECOMMENDATION: Approval

2.    Human Resources

a. Worker's Compensation Excess Insurance  (Resolution)

  • Accepting the offer of Safety National Insurer
  • For excess insurance coverage for Worker's Disability Compensation Program
  • For the period of 5/1/14-4/30/15
  • This insurance protects the County from worker's compensation losses that may arise under the contract period
