A.  Civic Infrastructure

1.    Clerk/Register of Deeds

a.  Marriage License Fees

  • Authorizing the County Clerk/Register of Deeds to reduce the marriage license fee under extraordinary circumstances in consultation with the County Administrator
  • The current fee for waiving the statutory three-day marriage license waiting period is $50
  • A "fee holiday" would be established in which the fee for immediate processing of any marriage license will be $0.01
  • "Fee holiday" would be on the day preceding a four or more day closure of the Vital Records Division, or when an unusual number of marriage license applicants are expected to appear 

RECOMMENDATION: Approval at Board

B.  Economic Development

1.    Office of Community and Economic Development

a. Skills Trade Training Fund (STTF)

  • Ratifying the submission of electronic applications
  • To the Workforce Development Agency, State of Michigan
  • For the period of October 1, 2013, through September 30, 2015
  • To ensure Michigan's employers have access to the talent assests they need to compete and grow, and participants have the skills they need for in-demand jobs
  • To fill any documented skill mismatch that currently exists in Michigan, including, but not exclusively limited to skilled trade occupations
  • For a total program of $110,045
    - Federal Revenue: $110,045
    - County Match: $0
  • Indirect costs are not included in this budget
  • Upon receipt of the award:
    - Authorizing the County Administrator to sign the Notice of Grant Award
    - Amending the budget
    - Authorizing the County Administrator to  sign delegate contracts

RECOMMENDATION: Approval

C.  Heath 

1.    Public Health

a. The Kresge Foundation's Prescription for Health Grant: Increasing Impact and Building Sustainability  (Grant Application)

  • Ratifying the signature of the County Administrator on the electronic application
  • To the Kresge Foundation
  • For the period of February 1, 2014 through January 31, 2016
  • Authorize the creation of a part-time grant status position
  • Creating the following 0.5 FTE:
    - 0.5 FTE Health Educator I/II
    - Group 11, Grade 21/22
    - Salary Range: $19,406 - $26,178
  • To finalize the Prescription for Health program model and evaluation to expand year-round produce options
  • To increase fruit and vegetable consumption among 240 low income residents enrolled in program
  • To develop systems to measure changes in the economic vitality of participating farmers markets and the availability of health, local food to low income residents
  • For a total program cost of $280,607
    - Grant Revenue: $226,357
    - In-Kind Match (Public Health): $54,250
  • Indirect costs of $24,308 have been included in this budget
  • Upon receipt of the award:
    - Authorizing the Administrator to sign the Notice of Grant Award
    - Amending the budget
    - Authorizing the Administrator to sign delegate contracts

D.  Support Services 

1.    Infrastructure Management

a. Ground Lease Between Washtenaw County and Board of County Road Commissioners of the County of Washtenaw  (Legal Sketch) (First Amendment) (Resolution)

  • Authorizing the Chair of the Board to sign the First Amendment to Ground Lease
  • Between Washtenaw County and Board of County Road Commissioners of the County of Washtenaw
  • To revise location for the Road Commission easement allowing for utilities in the revised easement
  • To make certain other boundary line adjustments as necessary to serve the interest of the parties
