A.  Land Use & Environment

1.    Water Resources Commissioner

a.  2014 Survey & Remonumentation Grant

  • Authorizing the County Administrator to sign the application
  • To the Michigan Department of Labor and Economic Growth
  • For the period of January 1, 2014 through December 31, 2014
  • To implement the Revised Plan for Remonumentation on Monumentation of Public Land Survey as approved in 1992 by the Board of Commissioners
  • To research and monument 106 corners with local jurisdictions, contributing to the accuracy of the Geographic Information Systems (GIS) base
  • In 2013, Water Resources was awarded $109,166 to survey 72 corners
  • For a total program of $137,834
    - State Revenue: $137,834
    - County Match: $0
  • Indirect costs are not eligible under this grant
  • Appointing Evan Pratt as Grant Administrator and Lori E. Beyer as the Grant Representative for the Grant
  • Upon receipt of the award:
    - Authorizing the Administrator to sign notice of grant award
    - Authorizing the Administrator to amend the budget
    - Authorizing the Administrator to confirm subcontractors and sign delegate contracts upon review of Corporation Counsel

RECOMMENDATION: Approval

B.  Economic Development

1.    Office of Community and Economic Development

a. Food Assistance Employment and Training Program  (Program Plan)

  • Ratifying the signature of the Chair of the Board on the FY 2014 program plan
  • To the State of Michigan, Workforce Development Agency
  • For the period of October 1, 2013 through September 30, 2014
  • Reoccurring formula grant to serve able-bodied adults 18-49 years of age who receive Food Assistance, and do not have dependants
  • To help interested participants develop an Individual Service Strategy for meeting their long-term employment goals
  • To refer participants to employment services such as educational training, job search assistance, and subsidized employment
  • For a total program of $58,803
    - Federal Revenue: $58,803
    - County Match: $0
  • FAE&T program had 72 participants in FY 2013 with funding totaling $84,783
  • Indirect costs are not eligible under this grant
  • Upon receipt of the award:
    - Authorizing the Administrator to sign notice of grant award
    - Authorizing the Administrator to amend the budget
    - Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval

b. Partnership. Accountability. Training. Hope. (PATH) Program  (Program Plan)

  • Ratifying the signature of the Chair of the Board on the FY 2014 Program Plan
  • To the State of Michigan, Workforce Development Agency
  • For the period of October 1, 2013 through September 30, 2014
  • Reoccurring formula grant to connect families with the kind of jobs, education, and training opportunities that will help them achieve self-sufficiency
  • To provide job placement services such as client assessments, job search assistance, and training services
  • To provide supportive services, such as transportation allowances or clothing, to enable clients to participate in their assigned activities
  • PATH services utilized by 1,334 people during FY 2013
  • Funding is $5,520 less than what was received last year
  • For a total program of $1,154,683
    - Federal Revenue: $921,302
    - State General Fund/General Purpose (GF/GP) funds: $233,381
    - County Match: $0
  • Indirect costs are not eligible under this grant
  • Upon receipt of the award:
    - Authorizing the Administrator to sign notice of grant award
    - Authorizing the Administrator to amend the budget
    - Authorizing the Administrator to sign delegate contracts
