A.  Land Use & Environment

1.    Water Resources Commissioner

a.  Stormwater/Asset Management Plan Grant Application  (Resolution)

  • Authorize the signature of the County Administrator
  • To the Michigan Department of Environmental Policy
  • For the period of June 1, 2014 through May 31, 2017
  • To fund staffing, consulting, software and hardware to implement an Asset Management System, including inventory, condition assessment, criticality of assets, operation and maintenance planning, and capital improvements
  • Asset management plan would strengthen local units of government to make informed decisions with regard to stormwater collection, treatment, master planning, zoning and site plan review
  • Plan would allow more proactive operations, reducing costs, improving services levels, protecting water quality, and reducing flooding
  • For a total program of $1,100,000
    - State Revenue: $990,000
    - Special Assessments: $110,000
    - County Match: $0
  • Indirect costs are not included in this grant
  • Upon receipt of the award:
    - Authorizing the Administrator to sign the Notice of Grant Award
    - Authorizing the Administrator to approve the budget
    - Authorizing to sign delegate contracts

RECOMMENDATION: Approval

B.  Public Safety

1.    Sheriff - Emergency Management

a. Emergency Management Performance Grant (EMPG)  (Grant)

  • Ratifying the signature of the Chair of the Board on the Work Agreement
  • Ratifying the signature of the County Administrator on the Budget Agreement
  • To the Michigan State Police Emergency Management and Homeland Security Division
  • For the period of October 1, 2013 - September 30, 2014
  • For pass-through funds from the Department of Homeland Security to support County Emergency Management operations
  • In an amount up to $86,677 or 50% of eligible expenses
    - State Revenue: $86,777
    - County Match: $0
  • Eligible expenses are the salary and fringes for the Emergency Management Director
  • Revenue is already included in the 2014 budget
  • In 2013, the Emergency Management was awarded $60,170, which is about 38% of eligible expenses
  • Indirect costs are not included in this grant
  • Upon receipt of the award:
    - Authorizing the Administrator to sign the Notice of Grant Award
    - Authorizing the Administrator to sign delegate contracts
