A.  Economic Development

1.    Office of Community and Economic Development

a.  Food Assistance Employment and Training (FAE&T) Budget Modification   (Grant Action Notice # 1)    (Grant Action Notice #2)

  • Accepting additional funds in the amount of $55,000
  • From the Workforce Development Agency, State of Michigan
  • For the period of October 1, 2012, through September 30, 2013
  • Adoption of original resolution took place on February 21, 2013 (#13-0023)
  • To serve able-bodied adults 18-49 years of age who receive Food Assistance, and do not have dependents
  • To help interested participants develop an Individual Service Strategy for meeting their long-term employment goals
  • To refer participants to employment services such as educational and training programs, workfare, job search and job education training, job retention services, and enrollment in other WIA activities
  • Last year, $161,348 was received, and 209 referrals were received for the program
  • Additional funding is due to underutilization by other entities and will allow service to approximately 31 additional participants
  • For a total program of $139,783
    - Federal Revenue: $139, 783
    - County Match: $0
  • Indirect costs are not eligible under this grant
  • Upon receipt of the award:
    - Authorizing the Administrator to sign the notice of grant award
    - Authorizing the Administrator to amend the budget
    - Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval

b. Workforce Investment Act (WIA) Dislocated Worker Budget Modification    (Grant Action Notice #1)    (Grant Action Notice #2)

  • Accepting additional funds in the amount of $73,300
  • From the Workforce Development Agency, State of Michigan
  • For the period of July 1, 2012, through June 30, 2013
  • Adoption of original resolution took place on July 11, 2012 (#12-0100)
  • To provide core, intensive and training services to dislocated workers
  • Funds may also be used for supportive services such as transportation, childcare, temporary housing, and needs-related payments
  • For a total program of $586,398
    - Federal Revenue: $586,398
    - County Match: $0
  • In the previous program year, 478 individuals were served through the WIA Dislocated Worker program with a budget of $822,077
  • Indirect costs are not included in this grant
  • Upon receipt of award:
    - Authorizing the Administrator to sign the Notice of Grant Award
    - Amending the budget
    - Authorizing the Administrator to sign delegate contracts

B.  County Administration

a. Setting the Millage Rate

  • Setting the 2013 Washtenaw County Operating Millage Rate

RECOMMENDATION: Approval

b. Notice of Intention of Washtenaw County to Issue Retiree Health Care and Pension Bonds   (Resolution)

  • Authorizing the Publishing of the Notice of Intention of Washtenaw County to Issue Retiree Health Care and Pension Bonds

  • To begin the 45-day referendum period, in which the public may gather 15,000 signatures to have the issue placed on the ballot before it may be enacted

  • The Notice of Intent is the first required Board of Commissioners action under the Revised Michigan Municipal Finance Act

  • This action is not a formal approval of the bonding resolution

  • The Board of Commissioners will be asked in future meetings to approve the actual bond resolution, as well as the continuing disclosure resolution and comprehensive financial plan for bonding
