A.  Economic Development

1.    Office of Community and Economic Development

a.  Low-Income Home Energy Assistance Program Crisis Assistance Grant for Weatherization  (Grant Agreement)

    • Ratifying the signature of the County Administrator on the agreement

    • With the Michigan Department of Human Services

    • For the period of April 1, 2013 through June 30, 2014

    • To serve homeowners and renters with low to moderate income with services that improve the energy-efficiency and safety of their homes through the installation of extra insulation, weather-stripping, caulking, furnace inspections, small repairs

    • To provide outreach, pre-inspection of homes, air leakage testing, health and safety furnace assesment, refrigerator efficiency testing, post-inspection of homes

    • OCED intends to weatherize 27 households with this grant

    • Funding in the amount of $322,500 was received in 2010 to weatherize 95 homes

    • Eligibility for the program is 150% of the federal poverty level, which is $17,235 for a single person or $35,325 for a family of four

    • For a total program of up to $185,654
      - State Revenue: $185,654
      - County Match: $0

    • Indirect costs are not included in this grant

    • Upon receipt award:
      - Authorizing the Administrator to sign the Notice of Grant Award
      - Amending the budget
      - Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval

B.  Support Services

1.    Human Resources

a.    Worker's Compensation Excess Insurance  (Resolution)

  • Accepting the offer of Safety National Insurer

  • For excess insurance coverage for Worker's Disability Compensation Program

  • For the period of 5/1/13 - 4/30/14

  • This insurance protects the County from worker's compensation losses that may arise under the contract period

C.  Civic Infrastructure

1.    Equalization

a.    Equalization Report Memo   (Resolution) (Report)

  • Approving the 2012 Equalization Report

RECOMMENDATION: Approval at Board

D.  County Administrator

a.    Quadrennial County Budget

  • Approving the development of a Quadrennial County Budget 
  • To provide a longer term fiscal outlook and intervene early in potential deficit situations
  • To provide stability in service provision and for employees
  • The Board sworn in during the Quadrennial period will have an opportunity to revise priorities that will be implemented in the third and fourth years of the budget.
  • Annual budget reaffirmations will still be completed in compliance with the State of Michigan Uniform Budgeting and Accounting Act
