a. Michigan Works! System Plan 2013 Plan
- Ratifying the signature of the Chair of the Board on the calendar year 2013 Michigan Works! System Plan
- To the Workforce Development Agency, State of Michigan
- For the period of January 1, 2013 through December 31, 2013
- System Plan is adopted on an annual basis
- To administer, operate and participate in Workforce Development Agency, State of Michigan programs
RECOMMENDATION: Approval
b. Community Services Block Grant Discretionary Funds (CSBG-D) Grant Agreement
- Ratifying the signature of the County Administrator on the recurring application
- To the Michigan Department of Human Services
- For the period of September 1, 2012, through August 31, 2013
- To conduct a needs assesment of the New West Willow Neighborhood Association (NWWNA)
- To support a Program Coordinator position at the NWWNA Community Resource Center
- For a total program of $25,000
- Federal Revenue: $20,000
- County Match: $5,000 (Match from OCED Fund Balance - No additional County Generated Fund support requested) - Indirect costs are included in this grant
- Upon receipt award:
- Authorizing the Administrator to sign the Notice of Grant Award
- Amending the budget

c. Community Services Block Grant Discretionary Funds for Tax Preparation Assistance (CSBG-T) Grant Agreement
- Ratifying the signature of the County Administrator on the recurring application
- To the Michigan Department of Human Services
- For the period of December 1, 2012, through June 30, 2013
- To deliver tax preparation services to low-income customers
- Partnering with Avalon Housing, Catholic Social Services of Washtenaw County, Housing Bureau for Seniors and Women's Center of South Eastern Michigan
- For a total program of $20,000
- Federal Revenue: $20,000
- County Match: $0 - Up to 15% of this grant can be used for indirect costs (administrative expenses)
- 15% of the grant allowed for administrative expenses will be applied against departmental CAP charges
- Upon receipt award:
- Authorizing the Administrator to sign the Notice of Grant Award
- Amending the budget
- Authorizing the Administrator to sign delegate contracts

d. Foster Grandparent Program (FGP) Federal Grant Application Grant Award
- Ratifying the signature of the County Administrator on the recurring application
- To the Corporation for National and Community Service
- For the period of January 1, 2013 through December 31, 2013
- To provide 80 limited income individuals aged fifty-five and over with the opportunity to volunteer with children with special needs
- To serve mentor children at 23 youth serving organizations, including day care, Head Start, area schools, and the Juvenile Detention Center
- To provide seniors with a non-taxable stipend, transportation, meals, uniforms, community involvement and training, and an annual physical examination
- For a total program of $404,029
- Federal Revenue: $299,821
- County Match: $104,208 (Part of a seperate OCED allocation - No additional General Fund support requested) - Indirect costs are not included in this grant

e. Low-Income Home Energy Assistance Program Crisis Assistance Grant for Deliverable Fuels
- Ratifying the signature of the County Administrator on the recurring agreement
- With the Michigan Department of Human Services
- For the period of September 15, 2012, through August 31, 2013
- To provide emergency heating deliverable fuels assistance to approximately 45 households
- To respond to emergency deliverable fuels to individuals whose annual family income is at or below 200% of the federal poverty guidelines as determined by the U.S. Department of Health and Human Services
- Last year, OCED assisted 16 households with this grant
- For a total of up to $46,900
- State Revenue: $46,900
- County Match: $0 - Indirect costs are not included in this grant
- Upon receipt award:
- Authorizing the Administrator to sign the Notice of Grant Award
- Amending the budget
- Authorizing the Administrator to sign delegate contracts

f. Michigan Public Service Commission Emergency Energy Assistance Program Contract
- Authorizing the signature of the County Administrator on the recurring application
- To the Michigan Department of Human Services
- For the period of December 4, 2012, through July 31, 2013
- To help low-income families pay their home energy bills and avoid shutoffs
- To provide emergency deliverable fuels assistance to residents who are at or below 200% of the federal poverty limit
- In 2011/12, 68 individuals were served and $61,109 was received
- For a total program of $94, 901
- State Revenue: $94, 901
- County Match: $0 - Indirect costs are not eligible under this grant
- Upon receipt award:
- Authorizing the Administrator to sign the Notice of Grant Award
- Amending the budget
- Authorizing the Administrator to sign delegate contracts

1. Water Resources Commissioner
a. Allen Creek Miller Ave. Drain Project
- Pledging Washtenaw County's limited Full Faith & Credit for payment of bonds
- For the Allen Creek Miller Ave. Drain Project
- In an amount not to exceed $1,585,000
- The purpose of the project is to clean out, widen, deepen, straighten, tile, extend or relocate along a highway, construct branches, relief drains or connections to the Miller Avenue portion of the Allen Creek Drain to reduce downstream flooding and improve water quality to increase the public health benefit
- Bonds will be retired through special assesments against the City of Ann Arbor directly
RECOMMENDATION: Approval
2. Public Works
a. Bond Refunding for Lyndon and Sylvan Townships for the Lyndon Sylvan Sewer System Bond Resolution Board Resolution
- Lyndon Township and Sylvan Township sanitary sewer system expansion project refunding bonds, series 2013
- Refunding these bonds is anticipated to generate approximately $110,000 in savings from reduced interest between Lyndon and Sylvan Townships

D. Public Safety & Justice
1. Sheriff
a. Marine Safety Grant Application
- Ratifying the signature of the County Administrator on the application
- To the Michigan Department of Natural Resources
- For the period of January 1, 2012 - December 31, 2013
- To provide up to 75% reimbursement for the operation of marine safety functions to patrol surface waters for public safety
- For a total program of $231,271
- State Revenue: $47,000
- County Generated Fund: $190,271 - Marine Safety Program is included in the 2013 Reaffirmed Budget
- Upon receipt award:
- Authorizing the Administrator to sign the Notice of Grant Award
- Authorizing the Administrator to sign delegate contracts

E. Support Services
1. Infrastructure Management
a. Amendment to Interagency Agreement for Collaborative Technology and Services Amendment
- Authorizing the County Administrator to sign Amendment 1
- To the Interagency Agreement for Collaborative Technology and Services (IACTS)
- To add a provision providing a streamlined approach to adding new members to the IACTS
- Each Founding Member will enable an administrative individual to sign on behalf of that member for the purpose of adding new participants
- To date, it is estimated that the Founding Members have avoided over $3 million in duplicative Information Technology costs
RECOMMENDATION: Approval
F. Infrastructure Management
- Authorizing the signature of the County Administrator on the amended Agreement
- With the Southeast Michigan Regional Energy Office (SEMRO) Community Alliance
- 13 listed amendments to the agreement; which are discussed in greater detail within the cover memo
- To further the County's guiding principle to provide leadership on intragovernmental, intergovernmental, and intersectoral cooperation and collaboration aimed at improving services to County citizens
- Upon receipt award:
- Authorizing the Administrator to sign the amendment

G. Board of Commissioners
a. Amending the Rules and Regulations of the Washtenaw County Board of Commissioners
- Amending the list of boards/committees eligible for stipend
- To add the Detroit Region Aerotropolis Board to the list and remove the Regional Transportation Authority
RECOMMENDATION: Approval
b. Condemning the Passage of "Right to Work" legislation
- Indicating that the Washtenaw County Board of Commissioners condemns the passage of "Right to Work" legislation
- Directing the Director of Human Resources to engage in expedited negotiations
