A.  Economic Development

1.    Office of Community and Economic Development 

a.  Emergency Solutions Grant Program

  • Ratifying the signature of the County Administrator on the electronic submission
  • To the Michigan State Housing Development Authority
  • For the period of October 1, 2012 through September 30, 2013
  • To support the implementation of a single access point for all homeless services and shelters in the community
  • To fund homelessness prevention and re-housing activities
  • To create a Housing Assessment and Resource Agency that will function as the primary entry point for all housing and utilities crises for Washtenaw County - an effort to be lead by the Salvation Army
  • For a total program of up to $302,170
    - Federal Revenue: $302,170
    - County Match: $0
  • Indirect costs are not eligible under this grant

RECOMMENDATION: Approval at Board

B.  Land Use & Environment

1.    Water Resources Commissioner

a.    Michigan Department of Agriculture's Clean Sweep Grant  Grant Application

  • Ratifying the signature of the County Administrator on the contract

  • To the Michigan Department of Agriculture

  • For the period of October 1, 2012 through September 30, 2013

  • To accept pharmaceuticals, pesticides, herbicides and mercury to process for proper disposal

  • To offset the typical cost of the program, foster regional coordination, and to pay for the materials brought in by the business community

  • To promote outreach activities to the agricultural community, nurseries, golf courses, commercial exterminators, and farmers

  • For a total program of $15,000
    - State Revenue: $15,000
    - County Match: $0

  • Indirect costs are not eligible under this grant

RECOMMENDATION: Approval

b.    2012 Survey & Remonumentation Grant  Grant Application

  • Authorizing the County Administrator to sign the application

  • To the Michigan Department of Labor and Economic Growth

  • For the period of October 1, 2012 - September 30, 2013

  • To implement the Revised Plan for Remonumentation on Monumentation of Public Land Survey as approved in 1992 by the Board of Commissioners

  • To research and monument 72 corners with local jurisdictions, contributing to the accuracy of the Geographic Information Systems (GIS) base

  • In 2012, Water Resources was awarded $105,802 to survey 80 corners

  • For a total program of $109,166
    - State Revenue: $109,166
    - County Match: $0

  • Indirect costs are not eligible under this grant

  • Appointing Daniel R. Myers as Grant Administrator and Lori E. Beyer as the Grant Representative for the Grant

  • Upon receipt of the award:
    - Authorizing the Administrator to sign notice of grant award
    - Authorizing the Administrator to amend the budget
    - Authorizing the Administrator to confirm subcontractors and sign delegate contracts upon review of Corporation Counsel

C.  Public Safety & Justice

1.    Sheriff

a.  Annual Safe Communities Grant  Grant

  • Ratifying the electronic submission 
  • To the Michigan State Police, Office of Highway Safety 
  • For the period of October 1, 2012, through September 30, 2013
  • To provide safety belt and drunk-driving enforcement during the seasonal holiday periods and throughout the year
  • For a total program of $150,000
    - State Revenue: $150,000
    - County Contribution: $0
  • Indirect costs are not included in this grant
  • Upon receipt award:
    - Authorizing the Administrator to sign the Notice of Grant Award
    - Amending the budget
    - Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval at Board

D.  Support Services

1.    Finance

a.   Merchant/Vendor Credit Policy  Resolution

  • Authorizes the use of merchant/vendor issued lines of credit
  • By authorized County employees
  • Vendor lines of credit prevent the need to issue MasterCard credit cards to employees and provide an efficient way to do business

RECOMMENDATION: Approval at board

b. Updated Procurement Policy  Resolution  Policy

  • Approves the updated Procurement Policy
  • Which governs all purchases and leases of goods and services
  • Removes the procurement card process from the policy and accurately reflect the processes / internal controls in place regarding use of a County credit card
  • Banks now offer the same limits and software for procurement cards and credit cards eliminating the need to offer both types of cards
  • Directs departments to use environmentally appropriate products whenever appropriate

E. County Administrator  

a.   2013 Budget Reaffirmation Resolution  Mandated Services

  • Reaffirming the second year of the adopted 2012/2013 biennial budget
