A.  Economic Development

1.    Office of Community and Economic Development 

a.  Fiscal Year 2013 Community Services Block Grant (CSBG) (Grant Application)

  • Ratifying the signature of the County Administrator on the application
  • To the Michigan Department of Human Services
  • For the period of October 1, 2012 through September 30, 2013
  • To be used for programmatic and administrative delivery of services to individuals whose annual family income is at or below 200% of the poverty level ($46,100 for a family of four) by supplementing other Community Services programs provided by OCED
  • Community Action Programs such as Weatherization, Senior Nutrition, Foster Grandparent, Emergency Financial Assistance, Information and Referral to Community Resources, Digital Inclusion, and others are supported by CSBG
  • For a total program of $571,353
    - Federal Revenue: $571,353
    - County Match: $0
  • Indirect costs are not included in this budget
  • Upon receipt of the award:
    - Authorizing the Administrator to sign the notice of grant award
    - Authorizing the Administrator to approve the budget
    - Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval

b.  Senior Nutrition (Plan)

  • Ratifying the County Administrator's signature on the grant application
  • To the Area Agency on Aging 1B
  • For the period of October 1, 2012 through September 30, 2013
  • To support the nutritional health and independence of older adults in Washtenaw County by serving a total of 164,800 meals through Congregate and Home-Delivered meals
  • Last year OCED served a total of 154,000 meals through the program
  • Volunteers contributed a total of 7,661 hours (Basis for the In-Kind Contributions)
  • For a total program of $839,652
    - Federal Revenue: $678,988
    - USDA Reimbursement: $95,475
    - In-kind Contributions: $65,189
    - County GF Match: $0
  • Indirect costs are not included in the budget

RECOMMENDATION: Approval

c.  Extension of Coordinated Funding Pilot for a Third Year

  • Authorizing the County Administrator to sign a memorandum of understanding
  • Between the four Washtenaw County Coordinated Funding partners
  • For an extension of the Coordinated Funding Pilot through the period of July 1, 2013 through June 30, 2014
  • To renew the commitment of each of the five partners' to extend the Coordinated Funding pilot phase for an additional year, as recommended by the Coordinated Funding Oversight Committee
  • Action will result in continued collaboration among private and public partners of the Washtenaw Coordinated Funders including:
    - Ann Arbor Area Community Foundation
    - United Way of Washtenaw County
    - Washtenaw Urban County
    - City of Ann Arbor
    - The human service nonprofit community

C.  Health

1.    Public Health 

a.  Breastfeeding Policy (Resolution) (Policy)

  • Adopting a policy allowing a mother to breastfeed her child in any county owned or leased building or property and at all County-sponsored meetings, regardless of location
  • Breastfeeding has been found to have many health, nutritional, immunologic, developmental, social and economic benefits for infants, mothers, families and communities
  • Goal of the new policy is to reduce the fear of acceptance by mothers whho choose to breastfeed
  • Eliminating social barriers to breastfeeding will allow more women to successfully continue to breastfeed their children longer, in alignment with the Surgeon General recommendations

RECOMMENDATION: Approval at Board

D.  Public Safety & Justice

1.    Office of the Sheriff - Emergency Services

a.   Emergency Management Performance Grant (Work Agreement) (Fiscal Year 2013)

  • Authorizing the signature of the Chair of the Board and the County Administrator on the Work and Budget Agreement
  • To the Michigan State Police, Emergency Management and Homeland Security Division
  • For the period of 10/1/12 to 9/30/13
  • Approving a sidewalk easement to MDOT to permit it to relocate the existing sidewalk
  • For pass-through funding from the Federal Emergency Management Agency (FEMA) to support County Emergency Management operations
  • In the amount up to $78,984 or 50% of eligible expenses
  • Awarded amount was $58,071 or about 37% of eligible expenses
  • No match is required. Eligible expenses are salary and fringes for the Emergency Management Director
  • Upon receipt of the award:
    - Authorizing the Administrator to sign notice of grant award
    - Authorizing the Administrator to sign delegate contracts
