A.  Health

1.    Public Health 

a.  Water Quality Monitoring

  • Ratifying the electronic application submission
  • To the Michigan Department of Environmental Quality (MDEQ)
  • For the period of 5/1/13 - 12/31/14
  • To monitor public bathing beaches for safe swimming conditions and issuing bather advisories when necessary
  • For a total program of $11,147
    - State Revenue: $ 7,654
    - County Match (In-Kind): $ 3,493
  • Indirect costs of $483 are included in the budget, and assessed as part of the Public Health CAP
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the Notice of Grant Award
    - Amending the budget
    - Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval at Board

b.  Appointing Public Health Medical Director (Resume)

  • Appointing Alice Penrose, M.D.
  • As Washtenaw County Public Health Medical Director
  • Effective July 30, 2012
  • Dr. Penrose is a licensed physician in Michigan, has an M.D. and an M.P.H. and is Board certified in Preventative Medicine and Internal Medicine
  • Medical Director services are currently being provided by a contract with Oakland County Medical Director

RECOMMENDATION: Approval at Board

B.  Economic Development

1.    Office of Community and Economic Development

a.    Summer Food Service Program for Children (Grant application)

  • Ratifying the signature of the Administrator on the grant application

  • To the Michigan Department of Education
  • For the period of 6/18/12 - 8/31/12
  • To provide approximately 13,000 breakfasts, 37,000 lunches, and 21,000 snacks to children from low-income families at 12 sites throughout the Ann Arbor/Ypsilanti area
  • Eligibility is determined by eligibility for the National School Lunch and School Breakfast programs
  • In FY 2011, ETCS provided 8,180 breakfasts, 16,229 lunches, and 8,000 snacks
  • For a total program of $145,750
    - Federal Revenue: $145,750
    - County Match: $0
    - Additional CSBG funds may be used to meet needs not covered by the federal allocation. The OCED anticipates that up to $37,386 in CSBG funds may be used this year.
  • Indirect costs are not included in this budget
  • Upon receipt of the award:
    - Authorizing the Administrator to sign the Notice of Grant Award
    - Authorizing the Administrator to amend the budget
    - Authorizing the Administrator to sign delegate contracts

C.  Public Safety & Justice

1.    Sheriff

a.    Edward Byrne Memorial Justice Assistance Grant (JAG) (Grant application)

  • Ratifying the signature of the Administrator on the grant application
  • To the Federal Bureau of Justice Assistance
  • For the period of 10/1/12-9/30/14
  • To be used to enhance community outreach
  • Sheriff's Office has diligently maintained efforts to better service the citizens of Washtenaw County and is committed to building strong communities by addressing root causes of criminal activity
  • For a total program of $38,906
    - Federal revenue: $38,906
    - County Match: $0
  • Indirect costs are not included in the budget
  • Upon receipt of the award:
    - Authorizing the Administrator to sign the notice of grant award
    - Authorizing the Administrator to amend the budget
    - Authorizing the Administrator to sign delegate contracts
