A.  Economic Development

1.    Office of Community and Economic Development 

a.  Washtenaw Urban County 2012 Annual Action Plan (Action Plan)

  • Authorizing the signature of the County Administrator on the plan
  • With the United States Department of Housing and Urban Development (HUD)
  • For the period of 7/1/12 - 6/30/13
  • To provide the updated Urban County CDBG and HOME Consolidated Strategy outlining priority areas for use of Community Development Block Grant (CDBG), HOME Investment Partnership, and Emergency Shelter Grant (ESG) funds
  • CDBG was established to meet the following HUD goals
    - To benefit low and moderate income persons
    - To aid in the prevention or elimination of slums
    - To meet community development needs that have particular urgency
  • HOME is designed to build, buy, or rehabilitate housing for rent or homeownership by low to moderate-income individuals
  • Emergency Shelter Grants are used to increase the number of and quality of housing facilities for homeless individuals and families, as well as operate the facilities and provide essential services to the homeless
  • For a total program of $3,594,975
    - Federal Revenue: $3,202,659
       -CDBG: $1,995,012
       -HOME: $1,035,341
       -ESG: $172,306
    - County Match (In-Kind): $220,010
    - Local Match: $172,306
  • Indirect costs are not included in this grant
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the Notice of Grant Award
    - Amending the budget
    - Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval at Board

b.  Webster Township Urban County Cooperative Agreement

  • Ratifying the County Administrator's signature on the Cooperation Agreement
  • With Webster Township
  • For the period of 7/1/12 to 6/30/15
  • To allow Webster Township, which has formally expressed its wish to join the Washtenaw Urban County, to join the Urban County
  • To allow Webster Township as a member of the Urban County to receive federal CDBG, ESG and HOME funds
  • For rehabilitation work, construction of new housing, improvement of public infrastructure, and funding human service agencies
  • Upon receipt of the award:
    - Authorizing the Administrator to sign the Notice of Grant Award
    - Amending the budget
    - Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval at Board

c. Reemployment Services to Emergency Unemployment Compensation (EUC) Claimants 

  • Approving the submission of the budget
  • To the Workforce Development Agency, State of Michigan (WDASOM) for Reemployment Services to Emergency Unemployment Compensation (EUC) Claimants
  • For the period of 3/23/12 - 1/2/13
  • For the purpose of providing reemployment services to EUC claimants who begin to receive Tier 1 and Tier 2 EUC benefits on or after March 23, 2012
  • Reemployment Services to Emergency Unemployment Compensation (EUC) claimants are provided at the Washtenaw County Michigan Works! Career Transition Center located at 301 West Michigan Avenue in Ypsilanti, Michigan
  • The funding in this resolution is contingent on State Administrative Board approval and a signed Interagency Agreement between the WDA and the UIA
  • For a total program of up tp $253,092
    - Initial Formula Allocation: $148,878
    - Additional Funds Available: $104,214
    -No County match required
  • Indirect costs are not included in this budget
  • Upon receipt of the award:
    - Authorizing the Administrator to sign the Notice of Grant Award
    - Amending the budget
    - Authorizing the Administrator to sign delegate contracts

B.  Public Safety & Justice

1.    Sheriff 

a.    Project Lift: Serving Young Adult Ex-Offenders Through Training and Service Learning  (Grant Application)  (Grant Narrative)

  • Ratifying the electronic submission of the grant

  • To the US Department of Labor, Employment and Training Administration
  • For a period of 30 months to be determined when the grant is awarded
  • To serve 100 youth ex offenders through training and service-learning
  • To ensure program participants meet qualifications of the grant and oversee entry points for participants as a part of the Sheriff's overall community engagement strategy
  • Total application amount of $1,348,853
  • For a total program of $1,348,853
    - Federal Revenue: $1,348,853
    -County Match: $0
  • Upon receipt of the award:
    - Authorizing the Administrator to sign the Notice of Grant Award
    - Amending the budget
    - Authorizing the Administrator to sign delegate contracts
  • Indirect costs in the amount of $121,396 are included in the application

RECOMMENDATION: Approval

C.  Support Services

1.    Finance 

a.    Refunding Bonds (Bond Refund)  (Continuing Disclosure)

  • Refunding the Series 2004 Capital Improvement Bonds (commonly referred to as Chevron Bond) and 2005 Refunding Bonds (Phase II Juvenile Detention - 2005)
  • Refunding these bonds is anticipated to generate approximately $887,000 in savings from reduced interest and streamlining the bonds into a single issue

RECOMMENDATION: Approval

D.  County Administrator 

a.    Setting the Millage Rate

  • Setting the 2012 Washtenaw County Operating Millage Rate
