A.  Economic Development

1.    Office of Community and Economic Development 

a.  Weatherization Assistance

  • Ratifying the signature of the County Administrator on the agreement
  • To the Michigan Department of Human Services (DHS)
  • For the period of April 1, 2012 through March 31, 2013
  • To provide air leakage testing, health and safety evaluations, furnace assesments, refrigerator efficiency testing, post-inspection of the completed work and consumer education services to 25 units
  • In 2011, ETCS weatherized 31 units for $241,863
  • The Weatherization program was cut by 65% at the Federal level this year
  • In order to maintain services, the State is reallocating previous year's unspent funds as carry forwards for 2012 services
  • Eligible residents must have an income at or below 200% of Federal poverty, which is about $44,700 for a family of 4
  • For a total program of $185,326
    - Federal Revenue: $185,326
    - County Match: $0
  • Indirect costs are not included in this grant
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the Notice of Grant Award
    - Amending the budget
    - Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval

b.  Weatherization Assistance - ARRA Redistribution

  • Ratifying the signature of the County Administrator on the agreement
  • To the Michigan Department of Human Services (DHS)
  • For the period of April 1, 2012 through September 30, 2012
  • To provide air leakage testing, health and safety evaluations, furnace assesments, refrigerator efficiency testing, post-inspection of the completed work and consumer education services to 14 units
  • These funds are redistribution of leftover Weatherization funding from the American Recovery & Reinvestment Act (ARRA) will be used in conjunction with the FY 2012 Weatherization program
  • These funds bring the total ARRA funding for Washtenaw County Weatherization to $4,867,138
  • Eligible residents must have an income at or below 200% of Federal poverty, which is $44,700 for a family of 4
  • For a total program of $103,600
    - Federal Revenue: $103,600
    - County Match: $0
  • Indirect costs are not included in this grant
  • Upon receipt of the award:
    - Authorizing the Administrator to sign the Notice of Grant Award
    - Amending the budget
    - Authorizing the Administrator to sign delegate contracts

B.  Public Safety & Justice

1.    14A District Court 

a.    Appointing a Magistrate  (Resume)

  • Appointing Elisha Voorheis Fink

  • As part-time temporary Magistrate of the 14A District Court
  • In accordance with MCL 600.8501, the Judges request the Washtenaw County Board of Commissioners approve the appointment

RECOMMENDATION: Approval at Board

2.   Prosecuting Attorney

a.    Hiring an Assistant Prosecutor III above Midpoint (Resume)

  • Approving the hire of an Assistant Prosecutor III

  • At an annual salary of above midpoint of $69,038 for an Assistant Prosecutors Association 32 position
  • The requested salary is within the authorized range for an Assistant Prosecutors Association 32 position
  • The preferred candidate has qualifications and experience that meet or exceed requirements for this position
  • The requested salary represents the under-filling of a Senior Assistant Prosecutor 36 position with an authorized range of $68,074-$96,565
