A.  Economic Development

1.    Office of Community and Economic Development 

a.  Michigan Works! Service Center Operations

  • Ratifying the Chair of the Board's signature on the operations plan
  • To the Michigan Works! Agency (MWA)
  • For the period of July 1, 2011 through June 30, 2012
  • To improve customer service, inform and educate the public regarding the Michigan Works! Service Center
  • To provide outreach and educations materials for users of One-Stop employment and workforce information services
  • To improve access for individuals with disabilities
  • To improve access for individuals with limited english proficiency
  • For a total program of $92,309
    - Federal Revenue: $92,309
    - County Match: $0
  • Indirect costs are not included in this grant
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the Notice of Grant Award
    - Amending the budget
    - Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval

b.  Capacity Building and Professional Development

  • Ratifying the Chair of the Board's signature on the plan
  • To the Michigan Works! Agency (MWA) 
  • For the period of July 1, 2011 through June 30, 2012
  • To increase proficiency to meet WIA performance measures
  • To provide for ongoing system development including professional and partnership development
  • For a total program of $16,000
    - Federal Revenue: $16,000
    - County Match: $0
  • Indirect costs are not included in this grant
  • Upon receipt of the award:
    - Authorizing the Administrator to sign the Notice of Grant Award
    - Amending the budget
    - Authorizing the Administrator to sign delegate contracts

c. Michigan Works! Systems Plan (Plan) (Grievance Procedure

  • Ratifying the Chair of the Board's signature on the systems plan
  • To the Michigan Works! Agency (MWA)
  • For the period of January 1, 2012 through December 31, 2012
  • To administrate and operate and participate in Workforce Development Agency of State of Michigan Programs

RECOMMENDATION: Approval

B.  Land Use & Environment

1.    Water Resources Commissioner 

a.    Hiring a Senior Environmental Planner above Midpoint 

  • Approving the hire of a Senior Environmental Planner

  • At an annual salary of $77,000
  • Which is above the midpoint of $66,634 for a Non-Union Grade 31 position
  • The requested salary is within the authorized range for a Non-Union Grade 31 position of $53,732 - $79,537
  • The preferred candidate has qualifications and experience that meet or exceed requirements for this position
  • The request salary represents a reduction of $2,659 in base salary for the Senior Environmental Planner Position

C.  Health

1.    Public Health & Washtenaw Health 

a.    Washtenaw County Charter Membership in the Washtenaw Health Initiative

  • Authorizing the Chair of the Board to sign
  • The Washtenaw Health Initiative Charter 2012 Statement of Commitment
  • Approving a membership fee expenditure of $10,000 annually for 2012 and 2013
  • To make Washtenaw County a Voluntary Charter Member of the Washtenaw Health Initiative
  • The Washtenaw Health Initiative is a voluntary, county-wide collaboration of local leaders with the mission of helping to improve the health of the low-income, uninsured and Medicaid recipients in Washtenaw County by bringing together organization to:
    - Coordinate and leverage resources
    - Share information on gaps in care, opportunities to fill those gaps and organizational plans
    - Consider opportunities to work together on specific projects and/or functions
    - Generate innovative ideas, plans and implementation approaches
  • The first two years of membership will be funded through membership fees will be funded through the Coordinated Funding for Human Services through the Office for Community and Economic Development

RECOMMENDATION: Approval

D.  Civic Infrastructure

1.    Treasurer 

a.    Delinquent Tax Borrowing Resolution (Resolution)

  • Issuing 2012 General Obligation Limited Tax Notes
  • In an amount not to exceed $45 million
  • For the 2011 delinquent taxes
