A.  Health

1.    Public Health 

a.  Adult Clinic and Medical Examiner Revised Fee Schedule & Late Payment Policy

  • Approving the revised service fee schedule for the Adult Clinic and the Medical Examiner
  • Approving the Medical Examiner Late Payment Policy
  • To approve an income-based sliding fee scale for office visits and Sexually Transmitted Diseases testing
  • To approve fees to reimburse the Medical Examiner for services provided to Gift of Life
  • To increase collections of Medical Examiner fees by assessing a 5% late fee for payments not received within 30 days
  • Public Health received notification that funding for Sexually Transmitted Disease programs would be reduced, and that the cost for testing would more than double
  • Public Health is looking to decrease its dependence on local funding, while also ensuring that no one will be denied services based on ability to pay
  • The Medical Examiner office recently became aware of a recommended fee schedule from Gift of Life to offset program expenses related to organ donation
  • A recent review of Medical Examiner accounts also revealed that only 90% of revenues are realized due to non-payment

RECOMMENDATION: Approval

b.  Washtenaw County Food Policy Council (Bylaws)

  • Creating a Washtenaw County Food Policy Council
  • To develop a healthy community and thriving local food system
  • To bring coordination and alignment to current food related projects in Washtenaw County
  • The Washtenaw County Food Policy Council will first convene in the spring of 2012 and will be supported by private and philanthropic grants as well as in-kind and volunteer support
  • The initial meetings will be convened using Michigan Department of Community Health grant funds available through Washtenaw County Public Health
  • There will be 15 members representing various sectors of Washtenaw County including one Washtenaw County Commissioner
  • Members will be recruited by Washtenaw County Public Health

B.  Economic Development

1.    Office of Community and Economic Development 

a.    2012 MCAA/Michigan Public Service Commission (MPSC) Vulnerable Household Warmth Fund Energy Assistance Program (Addtional Materials)

  • Ratifying the County Administrator's signature on the contract
  • To the Michigan Public Service Commission (MPSC) Michigan Community Action Agency Association (MCAAA)
  • For the period of January 3, 2012 through September 30, 2012
  • To provide assistance to limited income households to pay for home energy bills
  • For clients whose household income is at or below 60% of the State median income level
  • Expecting to serve 130 families
  • For a total program of $60,109
    - State Revenue: $60,109
    - County Match: $0
  • Indirect costs are not included in this grant
  • Upon receipt of the award:
    - Authorizing the Administrator to sign the Notice of Grant Award
    - Amending the budget
    - Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval

C.  Public Safety & Justice

a.    Economic Vitality Incentive Program (EVIP) (Grant Application) (Budget Questions)

  • Ratifying the electronic submission of the grant
  • To the Michigan Department of Treasury
  • For the period of October 1, 2011 through September 30, 2016
  • To provide incentives for the dispatch merger between Washtenaw County and the City of Ann Arbor
  • To cover coordination and transitioning costs during the project
  • Total application amount of $698,625, total awarded amount of $177,500
  • For a total program of $177,500
    - State Revenue: $177,500
    - County Match: $0
  • Upon receipt of the award:
    - Authorizing the Administrator to sign the Notice of Grant Award
    - Amending the budget
    - Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval at the Board

D.  County Administrator

b.    800 MHZ MPSCS & Motorola Contract (Attachement 1) (Attachment 2) (Attachment 3)

  • Approving the following documents:
    - Integration Agreement with the Michigan Public Safety Communication System (MPSCS)
    -Co-Location License Agreement with MPSCS
    - Memorandum of Agreement with MPSCS
  • To comply with the Attorney General's Office requirements that the Board of Commissioners approve all of the above agreements
  • To permit the County to merge its system into the MPSCS system and receive the system credits to be used for future maintenance costs
