A.  Public Safety & Justice 

1.    Sheriff

a.    Annual Marine Safety

  • Ratifying the electronic submission of the application
  • To the State of Michigan, Department of Natural Resources
  • For the period of January 1, 2012 through December 31, 2012
  • To provide up to 75% reimbursement for the operation of marine safety functions to patrol surface waters for public safety
  • For a total program of $227,487
    - State Revenue: $47,000
    - County General Fund: $ 180,487
  • Total budget includes indirect costs in the amount of $19,045
  • Marine Safety Program budget is included in the county's 2012/13 budget
  • Upon receipt of the award:
    - Authorizing the Administrator to sign the Notice of Grant Award
    - Authorizing the Administrator to amend the budget
    - Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval

B. Board of Commissioners

a.    Ann Arbor Area Convention & Visitors Bureau (AACVB)

  • Approving the return of money to the Ann Arbor Area Convention and Visitors Bureau ahead of the 2013 date stated in the previous ordinance
  • In the amount of $200,000
  • To provide funding to participate in the Michigan Economic Development Corporation's Pure Michigan promoting tourism in the Washtenaw County area
  • In addition the following local organizations will provide the following funds to bring the total program to $1,000,000
    - MEDC: $500,000
    - SPARK: $70,000
    - Ann Arbor Area and Ypsilanti CVBs: $230,000
  • Based on the resolution adopted September 21, 2011, any funds that exceeded 10% or proceeds for the enforcement of the Accommodations Ordinance would be returned to the AAVCB beginning May 2013

RECOMMENDATION: Approval at the Board

b.    Humane Society of Huron Valley Contract Through 2012 and Establish Animal Service Steering Committee (ASSC)

  • To approve an agreement with the Humane Society of Huron Valley
  • For the provision of animal control service through December 31, 2012
  • To increase the budgeted contract amount by $165,000 
  • To establish an Animal Services Steering Committee (ASSC)
  • To determine cost methodology and provide local jurisdictions with an opportunity to pass along service requirements

RECOMMENDATION: Approval

C.  Economic Development

1.    Office of Community and Economic Development

a.    2012 Foster Grandparent Program (Federal Application)

  • Ratifying the electronic submission of the application
  • To the Corporation for National and Community Service
  • For the period of January 1, 2012 through December 31, 2012
  • To provide 80 low-income seniors with the opportunity to volunteer with children with special needs
  • To serve mentor children at 25 community sites, including day care, Head Start, area schools, and the Juvenile Detention Center
  • To provide seniors with a non-taxable stipend, transportation, meals, uniforms, training and an annual physical examination
  • For a total program of $378,005
    -Federal Revenue: $299,821
    -County Match: $60,149 (included in the OCED general fund appropriation)
    -Local Match (In Kind) : $18,035
  • Indirect costs are not included in this grant
  • Upon receipt award:
    -Authorizing the Administrator to sign the Notice of Grant Award
    -Amending the budget
    -Authorizing the Administrator to sign delegate contracts

a. Support Services Restructuring

  • Approving the restructuring of Administration/Support Services including accompanying position eliminations, creations, hold vacant designations and attached job descriptions and the
  • Approving the appointment of the Cross-Lateral Team
  • To address the following needs of Administration, Finance, and Facilities Management / Information Technology:
    -Administration: Create a Cross-Lateral Team to encompass the functions of the Deputy County Administrator without filling that position
    -Finance: Better aligning staffing with the day-to-day operations of Finance and the needs of the organization
    -Facilities Management / Information Technology: Addresses the needs of the departments to restructure management roles and set up an administrative services division
