A.  Public Safety & Justice 

1.    Sheriff

a.    Annual Safe Communities Grant (Application)

  • Ratifying the electronic submission
  • To the Michigan State Police, Office of Highway Safety
  • For the period of October 1, 2011 through September 30, 2012
  • To provide safety belt and drunk-driving enforcement during the seasonal holiday periods and throughout the year
  • To support personnel costs for 3.0 FTE deputy positions plus vehicle and operating expenses
  • For a total program of $120,000
    - State Revenue: $120,000
    - County Contribution: $0
  • Indirect costs are not included in this grant
  • Upon receipt award:
    - Authorizing the Administrator to sign the Notice of Grant Award
    - Amending the budget
    - Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval at the Board

b.    Consolidated Dispatch with City of Ann Arbor (with presentation)

  • Authorizing the Administrator to sign agreement with the City of Ann Arbor for Police Dispatch Services
  • For the contract period of February 1, 2012 to January 30, 2017; in the amount of $759,089 per year
  • To integrate police dispatching services
  • To provide additional efficiencies while improving service levels
  • Total revenue increase of $1,436,982
    - $759,089 contract revenue
    - $677,893 estimated increase in E911 PSAP revenue
  • To create 15.0 FTE
    - 13.0 FTE Communications Operator
    Group: 16, Grade: 56
    Salary Range: $34,931 - $55,786
    - 1.0 FTE Dispatch Operations Coordinator
    Group: 32, Grade: 30
    Salary Range: $49,606 - $70,605
    - 1.0 FTE Dispatch Manager
    Group: 32, Grade: 31
    Salary Range: $53,732 - $79,537
  • Amending the budget
  • Authorizing the Administrator to sign delegate contracts

B.  Economic Development

1.    Office of Community and Economic Development

a.    HUD Community Challenge Planning Grant (Application)

  • Accepting the planning grant award
  • From the Department of Housing and Urban Development
  • For a 3 year period starting at the date of acceptance
  • To provide support for the progress being acheived and accelerate the opportunities in the Washtenaw Avenue Corridor
  • For distressed neighborhoods provide strategies to eliminate blight and rehabilitation activities to stabilize nieghborhoods
  • To provide energy efficiency and conservation measures to reduce the costs of rental housing
  • To identify and develop affordable housing projects in high value markets
  • For a total program of $4,535,360
    - Federal Revenue: $3,000,000
    - County Match: $65,000 (budgeted in Housing Contingency Fund)
    - In-Kind and Cash Contributions
  • To activate 1.0 hold/vacant FTE
    - 1.0 FTE Management Analyst I/II
    Group: 32, Grade: 27/29
    Salary Range: $36,820 - $62,262
  • Upon receipt award:
    - Authorizing the Administrator to sign the Notice of Grant Award
    - Amending the budget
    - Authorizing the Administrator to sign delegate contracts

C.  Support Services

1.    Human Resources

a.    AFSCME Local 3052 - Supervisors Agreement

  • Approving the Union ratified agreement with AFSCME Local 3052
  • For the period of 1/1/12 - 12/31/13
  • Concessions include:
    -10% Retirement contribution for 2012-2013
    -10 Bank Leave days for 2012 and 2013
    -Medical co-pay of $75/month
    -If property Tax revenues increase by at least 2% in 2012, a 1% wage increase would be given effective 1/1/13
