A.  Health and Human Services 

1.    Public Health/Solid Waste

a.    Michigan Department of Agriculture's Clean Sweep Grant

  • Ratifying the signature of the County Administrator on the contract
  • To the Michigan Department of Agriculture
  • For the period of October 1, 2011 through September 30, 2012
  • To accept pharmaceuticals, pesticides, herbicides and mercury to process for proper disposal
  • To offset the typical cost of the program, foster regional coordination, and to pay for the materials brought in by the business community
  • To promote outreach activities to the agricultural community, nurseries, golf courses, commercial exterminators, and farmers
  • For a total program of $30,000
    - State Revenue: $30,000
    - County Match: $0
  • Indirect costs are not eligible under this grant

RECOMMENDATION: Approval at Board

b. Ingham County Social Justice Grant (Application) (Project)

  • Authorize the grant application submission
  • To the Ingham County Social Justice Dialogue Project
  • For the period of November 1, 2011 through December 31, 2012
  • To train Public Health staff in health equality and social justice principles
  • To embed these principles in day to day operations and program service delivery
  • To analyze local data to identify permanent strategies to counteract inequalities in health care
  • For a total program of up to $40,000
    - Local Revenue: $40,000
    - County Match: $0
  • Indirect costs are not included in this grant

B.  Children's Well Being

1.    Trial Court and Department of Human Services

a.    2011/2012 State Child Care Fund Budget (Budget)

  • Ratifying the signature of the Chair of the Board on the 2011 summary budget form
  • To the Michigan Department of Human Services, Bureau of Juvenile Justice
  • For the period of October 1, 2011 to September 30, 2012
  • To provide 50% reimbursement for eligible expenses, including funding for programs that serve neglected, abused, and delinquent youth
  • For expenses that are made locally and submitted to the state for reimbursement on a monthly basis
  • For 50% reimbursement on estimated expenditures of $8,553,637 for state funding of $4,276,818
  • For an additional 100% state reimbursement on pre-adoptive care estimated expenditures of $5,696
  • For a total estimated reimbursement of $4,282, 514
  • Indirect costs of are included above, $711, 450 of which are eligible for 50% reimbursement
  • Anticipated expenditures and reimbursements are aligned with the County's 2012 budget

C.  Economic Development
1.    Office of Community & Economic Development (ETCS
a.    Low Income Home Energy Assistance Program Crisis Assistance Grant for Deliverable Fuels (Grant)

  • Ratifying the signature of the County Administrator on the agreement
  • To the Michigan Department of Human Services
  • For the period of September 15, 2011 - August 31, 2012
  • To provide emergency heatings deliverable fuels assistance to approximately 60 households 
  • To respond to emergency deliverable fuels to individuals whose annual family income is at or below 60% of the State Average Medium Income Estimate published by the U.S. Department of Health and Human Services 
  • Last year, ECTS assissted 20 households with this grant
  • For a total program of up to $46,900
    - State Revenue: $46,900
    - County Match: $0
  • Indirect costs are not eligible under this grant.

2.    Office of Community & Economic Development (OCD)

a.     Emergency Solutions Grant Program

  • Ratifying the signature of the County Administrator on the electronic submission
  • To the Michigan State Housing Development Authority
  • For the period of October 1, 2011 - September 30, 2012
  • To implement a single access point for all homeless services and shelters in the community
  • To fund homelessness prevention and re-housing activities
  • To create a Housing Assessment and Resource Agency that will function as the primary entry point for all housing and utilities crises for Washtenaw County - an effort to be lead by SOS Community Services
  • For a total program of up to $286,509
    - Federal Revenue: $286,509
    - County Match: $0
  • Indirect costs are not eligible under the this grant

RECOMMENDATION: Approval
